Mr. Wender, president of the group, said he learned from an ‘‘un impeachable authority" that the plan involves filling in almost a quarter of the Tidal Basin along the northern side so as to permit the extension of Independence ave nue S.W. to the Lincoln Memorial. "Despite protests, authorities are going ahead with the memorial. I have been told that as soon as con tracts for the memorial are let, or as soon after as public opinion will stomach it. carrying out the rest of the plan will be started. Mr. j Wender expressed surprise that the i "diabolical scheme" had not come to light earlier. Send Protest to Roosevelt. The association adopted a resolu- | tion, transmitted this morning to ! President Roosevelt, condemning the type of memorial to be erected, the Tidal Basin as its site, destruction of the cherry trees or other trees, : and protesting plans such as out lined by Mr. Wender. The whole Tidal Basin area is in the Southwest Citizens’ Association territory. Unsanitary conditions in the Washington Channel were also pre dieted by Mr. Wender should ex tensive changes in the shore lines eliminate the east gate of the Tidal Basin. The disturbance at the 4th police precinct station house when applications for charwomen’s posi tions were distributed there last month was blamed by Police Capt. Oscar Letterman on the "colored gentleman" who "was not interested in obtaining a position, as were the ladies in line,” but who succeeded in having the police lines broken. Gratified by Commendation. Capt. Letterman expressed gratifi cation at the association's action last month in commending the police for the way they handled the situation. "It is about time the citizens woke up and supported their law’-enforcing agencies,” he said. William A. Van Duzer, District traffic director, discussed traffic problems in the Southwest area and commented on the decrease in auto mobile accidents, traffic injuries and traffic deaths this year. In other resolutions, the unit backed the Southeast Citizens' As sociations. who are asking that the new Pennsylvania avenue bridge be named for John Philip Sousa, and appropriated $25 to the Community Chest and $2 to the Tuberculosis Association for Christmas seals. Four new members. James R. Bailey, A. H. Ewers, William Plew and Richard Arthur, were admitted. 8 Charges Laid To Youth Riding Motorcycle A 20-year-old motorcycle rider was sentenced to pay a total of $135 or go to jail for 105 days in Traffic Court yesterday on eight charges arising out of what was described as a 50 mile-an-hour chase through the heart of the downtown section. The defendant. John Manthos. 400 block of Second street N.W., was charged with third offense speeding,; passing six red lights and colliding, all on the night of November 10. Motorcycle Officer Anthony Richitt told Judge John P. McMahon he first observed Manthos at Fifth and Indiana avenue N.W. with three passengers on his motorcycle. The officer said he gave chase and one of the passengers fell off the vehicle shortly before it was halted at Eighth and D streets N.W., where the other two passengers dis mounted. Manthos then sped away at between 50 and 55 miles an hour. Officer Richitt said. At Fourteenth street and Pennsyl vania avenue, the officer said he gave up the chase, calling Police Headquarters to broadcast a look out. Manthos later collided head-on with an automboile on Ellipse road just south of the White House and broke his leg. Joseph C. Lincoln's "A.
