By VICTOR EUBANK, Associated Press Financial Writer. NEW YORK. Sept. 22.—The stock ■narket’s war boom faltered today ifter an opening bulge in which ?ains ran to 2 or more points. Overnight buying orders put the icker tape behind for a while at :he start, with blocks of 1.000 to >.000 shares changing hands. The lurry was brief, however, and Drofit taking soon cut extreme ad vances or converted them into osses. Minus and plus signs of as nuch as a point were widely dis tributed at the finish. Dealings slackened to the smallest in some time, but the forenoon sprint brought the day’s app'roxi nate volume to 1.600.000 shares. Steels and other war stocks, best it the getaway, were among the first :o retreat. Utilities then stepped jut and some managed to emerge with modest improvement. Rails field fairly well, along with aircrafts. Motors were listless, as were coppers. Railway equipments, strong in the preceding session, took a rest. Brokers gave credit for the initial upswing mainly to speculative cheer fulness following the President's ad dress to Congress after the close yesterday urging repeal of the arms embargo. Subsequent cooling of bullish ar dor was attributed partly to second thoughts of traders which brought the realization shelving of the neu trality measure might meet still op position in the Senate and result in possible temporary market repercus sions, to say the least. News from Europe, while still watched closely in the financial dis tnct. seemed to have been obscured, for a change, as a market influence by happenings at Washington.
