Resale of Imported Strategic Materials Is Condemned Munitions Board Warns Of Urgent Need in m Defense of U. S. Resale to warring Europe of im ported materials "essential to the Industrial economy of the Nation” and of strategic importance in the defense of the United States was condemned in a statement issued late yesterday by the Army and Navy Munitions Board. Such materials either are not pro 4 duced in this country or are not found in sufficient quantities “to satisfy vital requirements,” the board said, declaring: “Since the outbreak of the present war in Europe, foreign purchasers have either obtained or are attempt ing to obtain for shipment abroad supplies of these strategic materials which have been imported into this country by private interests for use by American industry.” The board listed as the non American materials of the most im portance antimony, chromium, man ganese ferrograde, manila fiber, quartz crystal, quicksilver, quinine, rubber, silk, tin and tungsten. Program Recently Initiated. “The emergency stock program which has been recently initiated by the Government,'’ the board a added, “will be nullified if materials which are normally in stock in the United States not owned by the Government are re-exported. "Activities or ioreign buyers nave resulted in the removal of some 10,000 tons of ruboer and an appre ciable amount of tin from the market since September 1. Attempts have also been made to obtain ferro manganese and supplies of other strategic materials, either in a raw or semi-finished form, now in the United States, for export.” The board thus assailed the prac + tice: “Such sales are condemned by the more, patriotic and responsible, dealers and manufacturers in the United States, who are co-operating with the Army and Navy Munitions Board in its effort to increase the supply of these materials within the country-.” Expensive to Import. •* The statement asserted that “^rom the standpoint of national defense It is perhaps imprudent to ship out of the country those materials which can be replaced oijly by im ports, especially at the present time when it is becoming more diffi cult and more expensive to secure even the minimum imports of many of the materials listed.” The board explained, however, that the principal purpose of this effort to acquire and conserve these alien products “is to assure, in the event war should interrupt the supply, that there will be available In the United States a sufficiency of these materials essential to the Industrial economy of the Nation.” Under authority of Congress, it - was pointed out, the Procurement Division of the Treasury Depart ment recently “issued proposals for the acquisition of stocks of certain materials classified as strategic by the Army and Navy Munitions Board in consultation with repre sentatives of the State, Treasury, Commerce and Interior Depart ments.” Publication of the statement was authorized by Acting Secretary of the Navy Edison and Assistant Sec retary of War Johnson “to answer M numerous queries that have been made upon the Army and Navy Munitions Board with reference to exports of strategic materials.” MacLeish Will Speak At Room's Dedication Archibald MacLeish, new librarian ©f Congress, will speak at the dedi cation of the Library's colorful new Hispanic room this afternoon. His address, at 3:45 o’clock, will go to South America by short-wave radio, and will be carried over the United States by the Columbia Broadcast ing System. Latin American, Spanish and Portuguese diplomats here have been invited to the ceremony, since an extensive collection on the cul ture of their nations will be housed In the room. State Department and 4 Pan American Union officials will also attend. Dr. Lewis Hanke, director of the Hispanic Foundation, will introduce Mr. MacLeish. Senators' Mail On Neutrality Drops Sharply By the Associated Press. * The big green truck that brings mail to the Senators is only a fourth full these days. " Senate post office employes said the truck was delivering 25 bags of mail a day, compared with the ca pacity load of a hundred-odd which It carried at the start of the neu trality fight. Letters to the 96 Senators now ag gregate 50,000 a day, approximately * the normal figure. Two weeks ago there were 200,000 a day, an all-time high.
