This was one of four applications
for exceptions or variances from
existing zoning regulations to per
mit establishment of filling stations

at an executive meeting j’esterday
afternoon. Sharp argument over
the case had developed at a recent
public hearing. Protestants argued
that sections of Connecticut avenue
were being turned into “gasoline
alley.”
Plans for a battle over the case
were made as soon as the decision
became known. Donald N. Car
penter, president of the Chevy Chase
Citizens’ Association and first vice
president of the Northwest Council,
immediately announced an appeal
would be taken to the Zoning Com
mission.
Only Appeal to Courts.
“If this board is going to disre
gard the wishes of the citizens the
board should be abolished,” he de
clared.
Capt. Hugh P. Orem, a member
of the adjustment-board and ex
ecutive officer of the District Zon
ing Commission, said there is no
provision for an appeal from the
board to the commission in such a
case, that the only appeal would
be to the courts.
The application was made by the
Blue Bell Realty Co., which also
sought permission in another ap
plication for a second gasoline sta
tion. The second application was
denied, and restrictions were at
tached to the one approved. It
was stipulated that the plans must
be redrawn on the grounds that the
present design is not appropriate,
that the site must be the subject
of a new subdivision plan, so that
the property used for the gasoline
station would be all in one lot. and
that the driveway, now on the Con
necticut avenue side, must be shift
ed to the Idaho avenue side.
Pump Authorized.
The board also granted an ap
peal by Edward C. Wells for estab
lishment of a gasoline pump on
the parking lot at 1003 H street
N.W., with a stipulation that no
advertising signs be used. A simi
lar condition was placed on the ap
proval of an appeal by Joseph Gatti
for a gasoline station at 124 E
Street N.W.
Louis Berman won an appeal for
establishment of a gasoline station
at the southwest corner of Minne
sota avenue and Benning road N.E.
The board denied an application
for establishment of a filling sta
tion at the northwest corner of
Wisconsin avenue and Harrison
Street N.W.
An appeal by the Giant Food
Shopping Center for permission to
erect a warehouse at the rear of
its property on Georgia avenue be
tween Newton place and Park road
N.W. was approved, subject to a
number of stipulations.
The board deferred action until
November 22 on the appeal by
William Montgomery for permission
to erect a new stable on his property
at 6200 Nebraska avenue N.W.

Early Thanksgiving
Fatal to Bobcat

TERRYVILLE, Conn., Nov. 2.—A
giant bobcat, no doubt unaware of
the fact that Thanksgiving Day will
be observed on November 23 and/or
November 30, made the fatal mis
take yesterday of attempting to
celebrate the holiday a bit pre
maturely.
Caught in* the act of stealing a
turkey, the 51-pound cat drew the
fire from the shotgun of Herbert
Johnson, Terryville farmer, and fell
dead. The animal, having an over
all length of 4 feet 2 inches, had
been raiding poultry hereabouts for
some time.

security account number should
know how the changes made by
the last Congress in the old-age
insurance provisions of the So
cial Security Act apply to him.

prepared a series of brief articles,
each explaining one point of the
new provisions. Following is the
sixteenth of this series.
The Federal old-age insurance
system is very much like some other
insurance plans. The worker pays
a tax, and so does his employer, to
help pay the costs of the benefits
which the worker will receive. In
other words, he pays a sort of pre
mium on what might be called an
insurance policy, which will begin
to pay benefits to a qualified
worker when he is 65 or over and
to his family if he should die.
The old-age insurance tax paid
by the worker is one per cent of his
w’ages. The employer deducts one
per cent from the worker's wages
and sends that with his own one
per cent wage tax to the Govern
ment. A clause in the new law
specifies that the employer shall
give each worker a receipt for the
taxes he takes out of his pay. He
must furnish such receipt at least
once a year. He must furnish it at
any time a worker leaves his em
ploy.
Nearly 47,000.000 workers in the
United States now have accounts
with the Social Security Board,
where their wage earnings will be
recorded from time to time as long
as they work in jobs covered by the
law. Each worker’s account is a
record of his wages as reported to
the Government by his employer
every three months.
The wage record is carefully kept
for each insured worker whose name
and number are known to the
board, and on the ledger sheet
showing his wage earnings, his name
and his social security account ap
pear. If a worker has reason to
believe that a mistake has been
made in his wage record or that all
of his wages have not been re
ported. he should ask the Social
Security Board for a statement. If
there is an error, it will be found
and corrected.
Requests by wage earners for
statements showing the standing of
I their old-age insurance accounts are
reaching the Social Security Board
every day. More than 136.000 such
requests have already been received.
Any worker can get a post card re
quest form at the local office of the
Social Security Board. All he has
to do is fill it in and mail it to the
Board. Within a short time, he
will-receive a statement showing
the wages credited to him. Under
the new law, however, he must ask
for the correction within four years
after the year in which the wages
were paid or claimed to have been
paid.
