Perpetual Building Officers Re-elected At Annual Meeting Substantial Increase In Loans During Year Reported by Secretary B.v EDWARD C. STONE. Arthur G. Bishop, who is also president of the Washington. Dis trict and Title Insurance Cos., was re-elected chairman of the board of the Perpetual Building Associ ation, at the 58th annual meeting held last night. Marvin A. Custis was again named presi dent; Vernon G. Owen. vice president: Ed ward C Baltz. secretary Franklin W. Harper, treasur er: William H Dyer, assistant secretary; J. C. Edward r. Baiii. Roy. assistant treasurer, and Wil liam H. Rippard. auditor. Tiie va cancy caused by the recent death of Raymond K. Espey was filled by the advancement oi William H Dyer. The shareholders re-appointed all directors as follows: John C. Scofield. Samuel Scrivener, Dr. Wil liam G. Schafirt. Thornton W. Owen, and Messrs. Bishop, Custis and Baltz. The appraisers again in clude Vernon G. Owen, chairman; Mr. Harper. Mr. Scrivener and Thornton Owen. Edward C. Baltz. the secretary reported that during the year re sources reached the highest point on record, the association still being the largest of the kind in the United States. Advances to borrow ing members totaled $16,000,000. and surplus and reserves advanced to a figure in excess of $3,342,000. Started in 1881. the Perpetual made steady progress and in 1925 assets crossed the $10,000,000 point. Ten years later resources went over the $40,000,000 mark and were re ported yesterday by Secretary Baltz at $50,000,000. Baltz Honored by Ad Club. Members of the Advertising Club of Washington celebrated the birth day of Edward C. Baltz. secretary of the Perpetual Building Associa tion. yesterday with a luncheon in the club rooms at the Raleigh Hotel. Alvin Q. Erlich, president of the advertisers, lauded the accomplish ments ol Mr. Baltz. dwelling partic ularly on his success as a build ing and loan authority not only in this section but in the country at large Charles J. Columbus, club secretary, presided at the slicing of the birthday cake and the placing of the candies. S350,000.000 in Yule Funds. That $350,000,000 will be distrib uted to more than 7.000.000 Christ mas club members is the estimate announced Horn New York today by Herbert F. Rawll. founder of the Christmas savings club idea. He says that 7 per cefrt more money will be distributed this' year than last, the average member to get $48 80. against $47 a year ago. Among 63 institutions, which he says will distribute about $60,000,000 of the total amount are three Wash ington banks, American Security & Trust Co., to pay out approximately $595,000: Riggs National. $560,000. and Washington Loan & Trust Co., $445,000. The Bank of America. San Fran cisco. reported $14,000,000 in Christ mas club funds, this, of course, in cluding the branches. The figure for Maryland is placed at $7,400,000 and Virginia $9,100,000. As already announced by the District Bankers Association, Washington banks will distribute around $5,000,000. 1910 Expected to Top 1939. In a letter to the Washington As sociation of Credit Men, National Secretary Henry H. Heiman says that, assuming the absence of an early peace. 1940 shoulo prove a better year than 1939 for two rea sons: There is abundant credit to finance all real credit needs and a strong demand for goods is present because consumer needs were never fully satisfied during depression years. He tempers his views, however, by finding that business planning must take into consideration the possibil ity of a short war and the fact that when the war does end there will be an endless number of maladjust ments to be smoothed out. He predicts satisfactory Christmas trade and the usual seasonal decline after the holidays. Capital Transit Advances. Capital Traction stock moved from 13 >2 to 14 on the Washington Stock Exchange today, the highest price in several weeks. The stock recorded 10 and 20 share transfers. The market for the bonds was strong, with a $2,000 transfer at 9534 and a $5,000 sale at 96 Demand for farm products will be considerably stronger in 1940 as a whole than in 1939. "largely because of prospective increases in domestic business activity and consumer in comes." the Bureau of Agricultural Economics forecasts. Increased ex port demand for a few farm products is predicted. Banks in Miami, Fla., are to open at 9:30 and close at 2 o'clock in an effort to shorten hours, the Clearing House Association announces. Financial District Notes. The Interstate Commerce Com mission Bureau of Statistics reports that at the middle of October the class 1 railways had 1,055.164 em ployes, the largest number since No vember. 1937. The employment to tal this October represents an in crease of 8.07 per cent over October, 1938. and a gain of 3.54 per cent over September this year. The Federal Reserve Board re ports a further increase in commer cial. industrial and agricultural loans in the 5th district, which includes Washington and nearby States. Banks in this territory increased such loans by about $1,000,000 last week. The Interstate Commerce Com mission has authorized the Louisville & Nashville Railroad to issue and sell $2,025,000 of 2\ per cent serial equipment trust certificates. The issue will be sold at 104.2987 and accrued dividends to aid in financ ing the purchase of new coal cars. The 17th annual midwinter con ference of the American Savings and Loan Institute will be held in Pittsburgh February 23-24. The of fering price was $5 per share. Facsimile communication, accord ing to the prospectus, is the trans mission over radio, telephone or wire circuits of any material which can be recorded on paper, such as writing or printing, drawing, charts, maps and photographs, an exact copy or facsimile being reproduced and re corded by the receiving apparatus. The list got off to a slow start, with prices spotty. Buying in steels and motors then turned the tide and improvement soon was being regis tered in other departments. The pace, brisk for a brief interval, slackened subsequently under profit taking and. near the fourth hour, top gains running to a point or so were reduced. Aside from the steady flow’ of heartening domestic business news, which markets have virtually been ignoring for about two months, brokers could find nothing particu larly outstanding to stimulate the speculative appetite. The so-called j “sit-down” war abroad, it was said, \ remained more or less of a neutral xxxairwcu uitiui.
