U.S. Begins Checkup On All Passports to Bar Use by Spies Thumbprints Used, Validations Limited To Six Months Br th* Associated Press. A vast checkup on American pass ports will go into effect with the New Year in an effort to combat espionage carried on abroad under protection of American Government documents. From today on, Americans living, working or traveling abroad will be required to report to the nearest American consulate, which will validate their passports through a new system embracing thumb printing. The validation has these main points: 1. It makes the passport good only for six months, at the end of which time the bearer must return to an American consulate for a further validation. This means that Amer ican officials will have a constant check on United States passports. 2. It makes the passport good only for travel in certain countries. The bearer cannot travel about at will as he does at present. Nations at war with each other will not be included on one passport, thus pre venting Americans from traveling, for instance, from Germany to Eng land through a neutral country, and vice versa. 3. At the moment of validation the passport bearer must present two new photographs of himself. On the pnotos the Consul will impress the bearer's thumbprint and send them to the State Department for comparison with the photograph on the original application on file here, to make sure that the person carry ing the passport is really the one who originally applied for it and received it. 4. The passport validation will bear the thumbprint of the Amer ican Consul, thus placing a major obstacle in the way of counterfeit ing passports. Man Is Held in Florida In Lottery Swindle By the Associated Press. MIAMI,. Fla., Jan. 1.—A man booked as Lester R. Sprague, 45, and described by postal inspectors as a long-sought fugitive in a $24,000,000 fake lottery swindle, wras' ordered held in $10,000 bond today by United States Commissioner Roger E. Davis. Inspector Tennyson Jefferson of Boston, who traced Sprague to Miami, said he was the last of 72 persons to be arrested on indict ments returned two years ago in Boston. Inspector Jefferson last week ar rested George Henry Garlick. 60, accused of being a fugitive from justice in connection with an in dictment charging him with par ticipating in a $50,000,000 lottery ring, at Mount Dora, Fla. The same Boston grand jury in dicted Sprague and 71 others, and Garlick and a number of associates. The Sprague group, Inspector Jef ferson said, once issued tickets os tensibly to raise funds for the erec tion of a Will Rogers memorial hospital in Chicago, an unauthorized proposition which resulted in ad ditional charges after the humorist's widow testified before the grand jury. Police Puzzled by Murder Of State Senator's Aide B> the Associated Press. PHILADELPHIA. Jan. 1.—A mur der with no apparent motive con fronted police today as they sought a solution of the fatal beating of Harvey Hess, 32-year-old Cape May <N. J.) choir singer and secretary to the majority leader of the New Jersey State Senate. A trail of blood staining the snow covered ground led Richard Axe, 16, to the almost nude body of Mr. Hess on the banks of the Schuylkill River yesterday. Maj. Samuel W. Gerhardt of the Cheltenham Town ship police said Mr. Hess’ head and face had been crushed and his body thrown over a retaining wall to the spot where it was found. Investigators said only a small amount of money in Mr. Hess’ pock ets indicated he might have been robbed. His body had been stripped and the clothing was piled nearby. MINNEAPOLIS, Jan. 1.—Jack Johnson, former heavyweight box ing champion of the world, was taken to a hospital last night, suf fering from pneumonia. His physi cian said his condition was serious. Johnson has been here two weeks with a museum sideshow. Grouch Club Names Ickes 'Grouch of Year' By the Associated Press. HARTFORD, Conn., Jan. 1.—The Grouch Club of America, which has been threatening almost from the day of its organization to name the “grouch of the year,” announced yes terday that the title went to Secre tary of the Interior Ickes. Runnerup honors were won by Ned Sparks, sourpuss film and radio comedian. Donald Duck, the ani mated screen character who ex presses annoyance at almost every thing, came in third, a handful of votes ahead of George Bernard Shaw, the dramatist. Willard B. Rogers, present and founder of the Grouch Club, said 6,400 of the organization’s 11,000 members voted in the poll and gave Secretary Ickes a lead of about 700 over Sparks. Mr. Rogers said the announce ment might have been withheld, pending receipt of more votes, ex cept that officials were sure that Mr. Ickes rated the title because he “turned down our beautiful invita tion to loin the club.’* BEVERLY HILLS.—AT HOLLYWOOD’S “GONE . .
