Safeguard for Labor Rights in Defense Program Demanded C. I. 0. Board Goes on Record Against Any Subversive Movement Placing itself on record as op posed "to any movement or ac tivity of subversive character, Trojan horses, or fifth columns aimed against our Nation and Gov ernment,'’ the C. I. O. Executive Board in a statement issued yes terday declared that labor's right must be preserved in carrying out the emergency national defense program. At a press conference, President John L. Lewis said the C. I. O.’s declaraiion against subversive ele ments was unequivocal, and included Fascism, Communism and Nazi-ism. In a tone bordering or anger Mr. Lewis emphasized the C. I. O. stand in response to repeated re quests for comment on charges heard during Dies Committee hear ings that the labor group harbored Communists. Exonerated by Dies. “I am not a Communist and I am not in sympathy with Com munists," Mr. Lewis said. "I am one of the few men in the country who has been publicly exonerated by Mr. Dies." The board's statement listed three specific rights it seeks to preserve: First, the right of wage earners to organize into unions of their own choosing; second, the right of organized wage earners to bargain collectively with employers, and. third, the right of wage earners to freedom of speech, as sembly, action and worship. "This declaration of labor's rights Is designed to stabilize industrial relations, and promote industrial peace," the board said. "It does not contemplate industrial strife. It seeks to improve the relationship between wage earners and then employers: to increase the produc tive efficiency of industry; to main tain labor's existing wage and hour standards, and to improve these I standards with changing economic | conditions. Any national defense program must contemplate this kind of co-operation.” Survey of labor Needs 1'rged. To assure the effective use of the available labor supply in the national defense program, the board urged an immediate survey of the need of labor, according to type of skill, industry and location, and a full inventory of all workers listed by the United States Employment Service. The board also asked that Federal [ funds be made available for the transportation of workers to areas where thev are needed, and urged that special attention be given to the training of young people and ap prentices. "When war orders stop, as stop I they will," the board said, "millions who will have been employed in the armament and related industries will be east out of their jobs. For them, their families, and for mil lions of oth^r like them, provision must be made." Bridges Deportation Bill Opposed. The board approved two resolu tions yesterday. One declared the opposition of the C. I. O. to the bill now before Congress to deport Harry Bridges, West Coast C. I. O. leader. The other urged the Senate Com mittee on Naval Affairs to delete a section of a bill to expedite the | construction of naval ships that the j C. I. O. said would nullify the Lloyd- j La Follette Act of 1912, giving Fed eral workers the right to organize. Congressional approval of the sec tion. the resolution said, would deny Federal workers concerned their civil and organizational rights. The section in question is designed to facilitate removal of "fifth column” suspects from Government service.
