Defense Program To Push (J. S. Workers Over Million Mark Civil Service Commission Sees Total 100,000 Over World War Peak By J. A. FOX. More than a million men and women will be working for the Government when the defense pro gram gets under way, It was esti mated yesterday at the Civil Service Commission as plans went ahead for bringing the Federal force up to a new record-breaking level that will run at least 100.000 over the World War peak. When the armistice was declared on November 11. 1918, civilian em ployment was estimated at 917,760, with 800,000 workers in the field service and 117.760 here. These figures have long since been ex ceeded. as the result of the expan sion that started in 1938 and as of April 30 this year, the last date for which figures are available, the Civil Service Commission reported 129.677 employes on duty here and 829.469 through the rest of the country, for a total of 959,146. It is estimated now that 30,000 employes will be added to the War Department force and 50.000 to that of the Navy and that other agencies Will also show increases. , Some of Increase to Be in D. C. Some of this extra employment naturally will come in the District, but civil service officials said yes terday that to estimate the size the local force eventually may reach Would be only a "wild guess.” The district managers of the Civil Service Commission, who arrived here Friday to confer with the headquarters staff, were in session . all day yesterday and faced other conferences today, as recruiting methods for the emergency were discussed, Outside of the shortage of skilled labor, technical and pro fessional workers are needed most by the Government, and in order to speed up the enrollment of these the district managers are to be allowed wide administrative latitude in setting up the necessary ma chinery. 900,000 Are in Registers. On the commission registers are more than 900.000 eligibles for vari ous classes of employment, and when need arises, persons who have qualified for one kind of work will be offered another. For example, there is a large reservoir of man power on the clerk-earrier registers that were set up some months ago for the Post Office Department that can be used for general clerical work, and other interchanges also are possible. The commission also ran have recourse to a device of World War days and take eligibles from State and municipal civil serv ice registers if need develops. The commission representatives In the field also have been in structed to co-operate with the United States employment service, both in placing jobless workers and In procuring specially qualified per sonnel for particular work who may already be engaged in other lines. Ramspeck Bill Speculation. In the meantime, with vast addi tions to the working staff in pros pect. most of whom wdll be under civil service, officials are speculating on the chances for the Ramspeck bill to complete passage by adop tion by the Senate. It w'as said in an informed quarter that President Roosevelt is desirous of seeing the measure go through. Designed to put thousands of exempt positions under civil service and extend the Classification Act pay scales to the field, the bill has been in the Sen ate more than four months, after passage in the House. Damaged Chilean Liner Lies at Cristobal Dock By thf- Associated Press. CRISTOBAL. C. Z.. June 8 — Her 95 passengers and 81 crew members safe and jovial over their rear-shipwreck, the Chilean liner Copiapo lay tied up at a dock to night, waterlogged and damaged after ramming the west breakwater of Cristobal Harbor. Many of the passengers were Americans, some of them women en route to join their husbands in the Canal Zone. Taken off in tugs and launches when the water rushed into the Copiapo through a hole in her bow. the passengers overflowed hotels and Canal Zone residents took some of them into their homes. Capt. Laval was known as a strong partisan of a French-Italian under-, standing. In 1935 he visited Mus solini, Laval and the then British year he approved II Duce's plan for the conquest of Ethiopia This i arrangement was later approved at the Stresa meeting between Mus solini, Iaval and the then British Premier, Ramsay MacDonald. Even after the invasion of Ethio pia. when public opinion in Brit ain and France were roused against II Duce's aggression, M. Laval, as foreign minister, made a last at tempt with Sir Samuel Hoare. Brit ish foreign minister, to settle the Ethiopian problem by giving Italy a protectorate over Ethiopia. This was refused by the British and French, and M. Laval had to re sign. As a member of the French Sen ate he has advocated closer rela tions with Italy. His mission to Rome is interpreted as one of trying to offer in the last minute some tangible proofs of France's good feelings toward Italy and Corsica, it is rumored, is the main proof. Duce Has Aided Nazi Cause. Italy has been ready for war for the last 10 days. The smashing victory of the Germans in Flanders, the subjucation of Holland and Belgium in less than a week, were all convincing proofs for Mus'-c lini that he could administer the executioner's pistol shot if he in vaded France. There is no doubt that II Duce has helped the German cause sub stantially by mobilizing a large French army and an important part of France’s aviation on the Italian borders. But it is realized that the morale of the French, which at present is higher than ever, would have suffered seriously had the Italians begun the bombardment of important industrial centers of Cen tral France and attacked the French, either in the Alps or ir North Africa. Despite the obvious signs that Mussolini is ready to march ">vith in a few hours" nothing nas hap pened yet. This hesitant attitude of II Duce at the time when the French aimies are harder pressed than ever tends to lend credence to the rumors that "a deal which includes Corsica" may be in the offing. Free man, Bishop of Washington, yes terday laid the cornerstone of the long-sought new Chapel of the Re deemer in Glen Echo, Md. The new chapel, of modern brick construction, is situated on the north side of Conduit road, Just west of the Glen Echo amusement park, and replaces an outgrown frame structure in the older section of the community. Bishop Freeman, accompanied by the Rev. Miller Perkins, pastor of the chapel, and other clergymen, conducted a brief service in honor of the occasion after taking part In a procession from the old chapel to the half-completed new struc ture. He paid tribute to the Board of Missions of the Washington diocese for having pressed the need for the new chapel until the necessary funds were granted. During his brief sermon, Bishop Freeman warned against America's becoming jittery over the foreign situation. “I don’t believe this Nation will perish.” he said. “What is needed is a deepening moral and spiritual security.” Approximately 100 parlshoners and their children stood by while Bishop.
