By next year, he said, the number will be multiplied five times. He said that in 10 months of the current war the commonwealth of Australia had raised 25,000 more men for overseas service than en listed in the same period of the World War. He gave no figures, but it was recalled that Australia put 96.000 soldiers in the field in the first 10 months of the last war. This was made known last night as. Acting Attorney General Biddle discussed this issue in a letter to Gov. Prentice Cooper of Tennessee and also in a radio address. To the Tennessee Governor, Mr. Biddle expressed the opinion that the Federal Government alone has the power to register aliens, while in the radio talk he described the registration procedure as offering the non-citizens “their protection from persecution." The proposed conference has been discussed with several Governors, and likely will be scheduled August 5 and 6. It would take up: General defense activities, alien propaganda, civil rights, particularly against mob vio lence; alien registration, especially education of the foreign-born to their duties under the new law, and co-ordination between the States and Federal Government in defense measures to avoid conflict. Mr. Biddle's letter to Gov. Cooper was in reply to a communication from the Tennesseean, who said that Nashville and other cities had adopted regulations for registration and control of aliens and sought the views of the Justice Department on the subject. Explaining that aside from the legal question involved it seemed likely that "confusion and Injustice" would be calculated to spring from a multiplicity of local regulations, Mr. Biddle added: "Since the Federal Government is the one constituted authority to deal with the subject of aliens and since it is the only governmental unit that can deal with it uniformly and effectively on a national basis, do you not agree with me that locali ties should not undertake a dupli cation oi the work of the Federal Government?” In the radio address, Mr. Biddle emphasized that the law requiring fingerprinting and registration of aliens, which goes into effect Sep tember 1, "does not represent any change in policy of the United States Government toward non citizens.” He said that “we will apprehend” those “foreigners who are disloyal to America * * * who use our freedom of speech and of the press to foment disunity and sedition.” He added: “We will also see to it th^t loyal American aliens are not unjustlv condemned for the disloyal 1 behavior of a few.” The Acting Attorney General urged that all citizens “help us carry out this program in a friendly manner so that we do not antago nize the great masses of our foreign population.” John B.
