Two House Members Condemn Sacrifice Of Capital's Trees Rich Says District Should Not Let Commercialism Destroy Its Beauty Destruction of Washington’s beau tiful shade trees to make way for . wides streets and traffic underpasses was condemned on the House floor today as two District bills were passed and sent to the White House, The two bills will provide free water for all charitable institutions in the District and establish a board of funeral directors to regulate undertakers and embalmers. Discussion of the leveling of shade trees to facilitate the movement of traffic was led by Representative Rich. Republican of Pennsylvania. He said he had observed that a number of trees were being cut down on I street N.W. so the street can be widened. He declared Dis trict authorities should be careful not to let commercialism destroy the beauty of the city. Representative Shafer, Repub lican, of Michigan, a member of the District Committee, pointed out that plans to place the proposed under pass at Scott Circle in the line of Sixteenth street instead of in the line of Massachusetts avenue as originally contemplated, would destroy a number of trees. Chairman Randolph of the Dis trict Committee admitted that trees Would have to, be cut down if the underpass is placed in the line of Sixteenth street and declared he did not believe an underpass on that street would greatly relieve the traffic bottleneck at Scott Circle. He added, however, that District officials had assured him full hear ings would be held before the loca tion of the underpass is finally de termined. No effort was made by Chairman! Randolph to call up any of the nine District bills on the calendar re- ■ garded as controversial. He ex plained to reporters after the two Senate approved bills had been j passed that Majority Leader Ray- i burn did not desire to ask the House to consider any local legisla tion at this time that might delay action on important national legis lation. Famille, Patrie” (labor, family, fatherland). A dispatch from Vichy, seat of the government, to the newspaper Le Petit <pauphinois today said Vice Premier Laval’s talks with groups of Senators and Deputies Indicated these three words would be the foundation of the new constitution. The dispatch said the National Assembly will ask Wednesday for a "brief text” giving Premier Petain and his government all powers for drafting the constitution, with both the marshal’s prestige and his gov ernment's life depending on its passage. Passage appeared assured by a large majority, said Le Petit Dau phinois. Former Premier Edouard Daladier, former Cabinet Ministers Cesar Campinchi, Yvon Delbos and Paul Bastid ond dozens of other deputies who, the dispatch said, "sailed aboard the Massilia,” will not be I present at the assembly. Youth Hurt as Plane Fails to Clear Trees Injured in a plane crash yester day, James Van Devanter, 20, of 228 Maple avenue, Takoma Pa.'k, Md., was still in "semi-conscious” condition today at St. Mary’s Hos pital in Leonardtown, Md. He was a passenger in a craft which failed to clear trees as it soared from a small field near Leonardtown. The youth, a distant cousin of re tired Supreme Court Justice Willis Van Devanter, also received cuts on his face and brush burns on his legs and body as the plane skidded along the ground on one wang for 100 feet. The pilot, James Stargel, 231 Quackenbos street N.E., a Navy Yard employe, escaped injury. His was one of three planes scheduled to stage an air show and take up passengers. Young Van Devanter is employed by Western Electric Co. here. He is the son of Henry Van Devanter, manager of the Chesapeake & Po tomac Telephone Co. in St. Marys County, Md.
