CHICAGO, July 17.—Foreshadow
ing the battle which the Democratic
party will wage during the coming
national campaign, Senator Barkley,
in his address to the Democratic
National Convention last night, han
dled the Republicans without gloves.
The delegates listened rather im
patiently to the Barkley speech.
They considered it merely a prelude
to the announcement of President
Roosevelt’s attitude toward a third
term nomination, which had been
promised immediately after the con
clusion of the Barakley address.
The address, however, turned out
to be probably the most tempes
tuous affair ever staged by a perma
nent chairman of a Democratic
National Convention. For Senator
Barkley mentioned the President by
name. It was a signal for a demon
stration by the delegates and guests
which lasted for 24 minutes.
Tribute to Farley.
Immediately before the Barkley
address, Mrs. Lucretia D. Grady,
Democratic national committeewo
man for California, brought the
audience to its feet with a resolution
paying tribute to National Chair
man Farley. It was adopted by a
rising vote. The affection with
Mr. Farley is held by the Democratic
leaders from all parts of the country
was clearly demonstrated.
Senator Barkley's speech was at
once an attack on the Republican
presidential nominee, Wendell L.
Willkie, and the platform adopted
at Philadelphia, and a defense of
the Roosevelt administration against
the charges by the Republican foe.
A fighting campaign speech, it
roused the delegates and the gal
leries to repeated applause and
cheers.
The convention chairman de
scribed the Republican platform as
having the appearance of being
“written in mud by the migratory
feet of a weasel.”
“It is the perfect example of the
uncertainties and ambiguities of
men who do not know where they
are going or what they will do when
they arrive,” said Senator Barkley.
Sees “Chameleon” Chosen.
“They seemed unwilling or afraid
to nominate any man who had been
a Republican for more than two
years. Hence they chose a political
chameleon. The Philadelphia con
vention constituted the second
charge of the light brigade, in the
heroic battle of kilowatt.”
This was the chairman's way of
denouncing the nomination of Mr.
Willkie, who had been president of
the Commonwealth & Southern
Power Corp. and who until a year
ago had been labeled a Democrat.
Senator Barkley denied in toto the
Republican charges that the Roose
velt administration has sought to
set class against class and to punish
American business.
He said tjie effort of the last
se-*?n years has been to rebuild the
faith of the people in their own
brand of democracy.

of the Maryland State Poultry Coun
cil will be held at Elkton, July 31,
Wade H. Rice, council secretary, has
announced. Dr. H. C. Byrd, Uni
versity of Maryland president, will
be toastmaster at a banquet in the
evening._

Livestock Raisers Ask
Southeast Rate Revision

ATLANTA, July 17.—Southeastern
State officials, supported by testi
mony of farm economists and live
stock raisers, carried their plea for
a revision of livestock freight rates
back before Interstate Commerce
Commission examiners today.
The testimony, petitioners’ coun
sel said, was designed to show a
widespread trend to development of
livestock in the Southeast as a
means of reclaiming eroded land
and as a new source of cash income.
Southeastern farm economists and
livestock raisers asked for lower
rates and “try-the-market” ship
ping privileges yesterday.
L. R. Paramore, economist of the
Mississippi Agricultural Extension
Service, declared it is “essential" to
have “adequate transportation and
freight rates that will permit our
livestock to move without discrimi
nation to our farmers” if the Mis
sissippi farming system is to be im
proved.
A “better freight rate” would
speed development of livestock rais
ing, said W. P. Ridley of Columbia,
Tenn., president of the Tennessee
Producers Livestock Association.
Freight rates were pictured as a
“big deterrent to mass develop
ment” of livestock raising in the
Southeast by E. B. Weathery, Coch
ran. Ga., livestock producer.
Some witnesses testified that ship
ment privileges, similar to those
granted by most railroads in other
sections, are required to spur the
influx of feeder steers into the
Southeast. The privileges include
stopping en route to try market
prices in order that a shipper from
the West might seek the best prices
without paying additional freight
charges.
