Merging of 2 Courts Asked by Georgetown Progressive Unit Loading Platforms Also Urged at Three M Street Intersections The proposed consolidation of the Police and Municipal Courts in the District was indorsed last night bv the Progressive Citizens’ Association of Georgetown. Walter F. Bramhall, Police Court clerk, offered the proposal in his report as chairman of the associa tion's Traffic Committee. His report, which was unanimously adopted, also recommended indorsement of the Keystone Automobile Associa tion traffic safety program. In another motion, the association j asked for the erection of loading platforms on M street at the inter sections of Thirty-fourth. Thirtieth and Twenty-eighth streets N.W. A recent accidpnt in which two per sons were injured while standing in a safety zone was cited. The association expressed its regret ovpr the resignation of Earl Cassie and Mrs. Cassie as heads of ' the Industrial Home School in a resolution presented by Henry W. Draper. Tire resolution commended the two “for their services to the community.’’ Mrs. Lawrence Martin announced a meeting to be sponsored by the group's Clean-up Committee for representatives of several organiza- * tions in Georgetown A program to encourage participation of school children in clean-up drive will be outlined. Dr. David B Wilson, assistant surgeon of the United States Public Health Service, spoke on the rela tionship of public health to defense. Nature’s Children Matamata Turtle (Ghelys fimbriata) By LILLIAN COX ATHEY. ‘‘Do my eyes forsooth deceive me?" you naturally want to know when confronted by one of nature’s chil dren whose appearance is decidedly out of the ordinary. All who have seen matamata for the first time' 1 claim that this turtle reminds them of very bad dreams. In creating this masterpiece,! nature saw to it this reptile had a j place of its own. It is a genus by > itself. This fact alone makes us ! wish to know more about it. In the tropical rivers of Brazil and the Cabanas this species spends ; i all its time. An adult matamata j has a •hell 18 inches long. A sizable turtle! That is not what most im presses us, because we have turtles of that length in America and do not get unduly excited about them. It is the weird assortment of points. ! frills and filaments, all possessed by one creature, that makes us stare open-mouthed and suddenly im- 1 agine how much It resembles the creature we encountered in a recent nightmare. Fare to fare with matamata, the effect of the small eyes, placed so far forward, is startling, to say the least. Then the snout, long and tubular, is wide at its base, flat- , tened and heavy, with long pro jecting ridges. To intensify this ludicrous combination is a series of flat, fleshy projections and filaments ' which are usually scalloped and studded with small rounded knobs. To add to this, some of these fila ments have the power of move ment! When the owner of all these gadgets wishes to dine, these thin, fleshy filaments sway back and forth with every movement in the w'ater. Imagine seeing matamata swing that long, laterally-folding neck back and forth in the slowly moving waters of the home stream or river, search ing for fish for dinner. With the exception of the time when the mother leaves the water to lay her eggs, the lifetime of each matamata is spent in the water. This does not mean that you cannot see the strange formation of the shell covering the creature. Through the clear water you may see how each shield of the flattened shell rises to a point and how this gives its back the abnormally rough and hilly pppearance. This is a sort of camouflage, too, as it is an aid to making the creature less conspicu ous as it lies in the wake of schools of fish. The serpentine neck of this turtle is altogether too long to be tucked wholly back into the shell. So a part of it is folded sidewise along the inner margin of the shell. When something occurs to frighten the matamata, this long, weird neck is thus folded by nature's plan as safely from danger as possible. Twin or double size Bebwiak, Fifth Floml $5 Civil Service Agency Acts To Speed Promotions Moving to speed promotions and transfers necessitated by the de fense program, the Civil Service Commission today authorized di rectors of personnel to make changes without prior approval by the com mission in junior-typist and under clerk-typist positions in grade 1 and in grades 1 and 2 for clerical and machinp-operating positions. Ordi narily the commission must approve a shift before it becomes effective. The commission order sets up a schedule of experience requirements and provides that no employe may have status changed unless he has had six months’ service in a non defense agency or 30 days in a de fense agency. It is also required that where a change from a non-apportioned position to an apportioned position is involved, prior approval must be obtained from the commission. The commission today also an nounced that employes obtaining civil service status under the Ram speck Act will be required to take non-competitive examinations unless they have passed appropriate com petitive examinations within five years, or unless their name is on an appropriate register.
