LINCOLN, Nebr., April 21 — Joseph Ciaggett Seacrest, 78, pub lisher of the Nebraska State Journal and Evening State Journal here, die^ today at a hospital following a long illness. Death was due to a heart ailment. Mr. Seacrest, who entered the newspaper* business at Greencastle, Pa., his birthplace, as a printer's apprentice, came to Lincoln at the age of 23 to take a post in the newsroom of the Journal. He be came a part owner of the paper in 1897 and by 1922 had acquired a majority holding. In 1937, Mr. Seacrest, who had served a number of years as chair man of the Associated Press Audit ing Committee, was honored as a member of a small group of ‘‘50 year members” of the Associated Press. Several years ago he transferred ownership and management of the State Journal and the Evening Journal to his sons. Fred S. and Joe W., and by a trust agreement perpetuated the control of the Jour nal by his family for generations. April 21—A rubber lung which does about everything except give a drowning person a drink of coffee was demonstrated to the American College of Physi cians today. It looks good for reviving half drowned or suffocated sailors and aviators, particularly If they have been injured in the fighting preced ing immersion. The lung, in baby ciae. already has shown Its potency by saving a number of blue babies. Infants ; nearly suffocated and unable to breathe I In man or baby sise the lung looks like an exaggerated bustle on the ! wrong side. It covers abdomen and part of the chest The rubber sides fit airtight over almost any clothing Pump Induces Breathing. A pump alternately sucking out and pulling In the air. moves the abdomen up and down, inducing natural breathing. At the same > time a rubber tube, attached to the lung automatically sucks the water ( out of the half-drowned persons stomach. Although the effects of this rubber lung are the same as those of Red Cross first aid. the lung Is said to be safer for wounded men. First aid by the hands puts pressure on broken bones and broken necks. The lung does not. Broken necks sometimes cut off the brain centers controlling breathing. BERN, April 21.—Troops of the Axis-created puppet state of Cro atia, in Northern Yugoslavia, fought two days against a force of “Com munist” guerrillas in the Petrowa Mountains, killing 357 of them and wounding 600 others, a Croatian headquarters report relayed to the Basler Nachrichten said yesterday. NEW YORK, April 21.—The Daily News said today it was informed that Joseph P. Kennedy, former Ambassador to Great Britain and before that head of the Maritime Commission, was returning to Gov ernment service “to help solve the critical shipbuilding problem.” Mr. Kennedy called on President Roosevelt April 15 to offer his serv ices. but he refused at that time to discuss reports he might take some Federal position concerned with the shipping problem. Return of Mr. Kennedy to Gov ernment service would result “from War Production Board demands for radical changes in the shipbuilding policies of the commission’s present administrator.
