The Securities and Exchange Com
mission has granted the application
of the Washington Railway & Elec
tric Co. for the right to acquire for j
cash at the par value of $100 per
share 30 000 shares of common stock
of the Potomac Electric Power Co., it
was announced here today.
The sale of the 30.000 shares of
Potomac Power common stock to the
holding company has already been
approved by the Washington Pub
lic Utilities Commission, although
Chairman Gregory Hankin dissented
from the ruling made by James H.
Flannagan and Engineer Commis
sioner Charles W. Kutz, the other
members of the beard.
The Potomac Electric Power Co.
Will use the proceeds from the sale
to finance its present elaborate con
struction program forced upon it by
war conditions.
New Gas Stock on Exchange.
The new Washington Gas Light $5
cumulative preferred stock was listed
on the Washington Stock Exchange
todav. following approval by the Se
curities and Exchange Commission.
The amount of stock placed on the
list was 18.206, which was the total
amount of the recent public distri
bution. Today's market closed with
101 bid for the stock and 102 asked;
r.o sales.
The stock has been listed recently j
among the over-the-counter issues,
showing considerable strength. The
closing bid last week was 100, with
103’2 asked.
Fifty and 20 share lots of Wash
ington Gas Common sold on the
exchange today at 14, unchanged.
••Counter" Issues Higher.
Washington securities sold over
the counter as a group have done
•well in the first half year, accord
ing to a survey made today. Many
■bond issues have moved forward,
as have many of the stocks in the
list. Most of the bank stocks are
now being quoted lower than #t>n
January 1. and this is true of a few
other issues. The volume of trad
ing has been ‘'fair," it was said
today.
In the bond list National Press
Building 3-5s have gained three full
points, the bid for D. C. Paper Mill
3s has advanced two points, and
Washington Properties 7s are up
about two points. City Club 6s and
Consolidated Title Corp. 6s. as well
as Mayflower Hotel 5s. with a bid of
137. have seen little change in the

In the stock division HarDcr <v
Ross preferred has moved from 22
bid to 34'2 bid. District National
Securities Corp. has eone from 35'2
to 40'2 bid, and Fidelity Storage
has moved from 135 bid to 118.
Munsey Trust has climbed from 85
bid to 87'2. while Raleigh Hotel
Corp. shares have advanced from
30 bid to 34.
Laidlaw and Mackay Merge.
Laidlaw & Co. and Mackay <S; Co.,
two veteran New York Stock Ex
change firms, will combine their
business interests, effective tomor
row. G. Bowie Chipman. head of
the Washington office of Laidlaw &
Co . announced today. The merged
firm will retain the Laidlaw name.
Malcoln S. Mackay, senior partner,
now on flying duty in the Marine
Corps, will become a special partner j
cf Laidlaw & Co., while in service.
Practically the entire Mackay staff,
including three former partners and
other key men, will join the Laidlaw
organization.
Laidlaw & Co. started business in
1842 and Mackay Co. traces its j
historv through the Arm of Vermilye

Net income of the Chesapeak® &
Potomac Telephone Co. for May
amounted to $95,424. against $136,914
in May. 1941. a drop of $41,490. ac
cording to the report just filed with
the Public Utilities Commission.
Operating revenues for May totaled
SI .668.509. against $1,299,941 a year
ago. Operating expenses required
$1 326.396. compared with $942,647 in
May. 1941. Taxes in May amounted
to $130,000. Interest deductions called
for $121,499. against $85,373 a year
ago.
For the first five months of 1942
net income totaled $560,712, com
pared with $744,585 in the first five
months of 1941. a decrease of $183.
873. Operating revenues during this
period were 28 per cent higher than
last year, while expenses, including
taxes, were up 36 per cent, the re- 1
port shows.
There were 343.499 telephones in
service at the end of May, which was
an increase of 1.492 telephones over i
the previous month. Telephone
users marie 43.623.000 calls during
the month, or 4.842.000 more than
in May, 1941.
Malone Joins Childs Staff.
Harold G Malone, an associate of
the staff of E. H. Scull Co., manage
ment counsel, 1441 Broadway. New
York, has become assistant to the
president of Childs Co., national
restaurant chain, with headquarters
at 200 Fifth avenue, according to an
announcement today. This position
with Childs is a newly created one.
Before joining the Scull staff. Mr.
Malone was controller the The
Hecht Co., Washington, for 20 years,
and for four years was a director of
the Controllers Congress of the Na
tional Retail Dry Goods Association,
and has had considerable experience
in the retail field.
Mr. Malone's Washington address
is 604 Nicholson street N.W.
Banks Change Investments.
An interesting study of the trend
of savings banks' m-^stments, cover
ing from 1931 to i^Fhas been made
by the National ^Wociation of Mu
tual Savings Banks. It discloses
that decided changes took place
during that period. Mortgage loan
Investments in 1931 represented 53.44
per cent of total assets, while at the
end of 1941 they had dropped to 40.67
per cent.

PITTSBURGH. June 30—The
Pittsburgh Corning Corp. reported
; today it had.started production of
; a new type opaque glass, composed
of myriad tiny cells, that floats like
cork and can be sawed or drilled
with ordinary tools’.
The product, known as foamglas.
weighs only 10 pounds per cubic
i foot—one-fifteenth the weight of
ordinary glass. It is poreless, fire
: proof and vermin proof and pos
sesses insulating qualities, the com
pany said.
Its cellular structure gives the
glass its buoyancy and insulating
properties. It will not absorb water
and it will remain afloat indefinitely.
The company, jointly owned by
the Pittsburgh Plate Glass Co. and
Corning Glass Works, has had the
product under development since
1938 and recently started manufac
turing it in a new plant in Western
Pennsylvania.
It is produced by firing ordinary
glass which has been mixed with a
small quantity of pure carbon. At
proper temperature the glass softens
and the carbon turns into a gas
which then acts upon the molten
glass in much the same manner as
baking powder or yeast in baking
bread. Through exercise of controls,
a rigid vitreous slab, in which cells
are uniformly small and entirely
sealed one from another, is obtained.

DETROIT, June 30.—Col. Ray M.
Hare, commanding officer of the
Fort Wayne quartermaster supply
depot, said today the War Depart
ment expected to save 275.000 tons
of steel a year—enough to build 30
cargo ships—by using wood for the
bodies of transport trucks of 1 V4-ton
capacity and larger.
Thousands of the wooden bodies
are already being built, Col. Hare
said. Truck manufacturers are let
| ting the work, under subcontracts, to
I companies which in peacetime made
automobile trailers, store fixtures,
furniture, refrigerators, radio cabl
' nets and other wood pproducts.
Col. Hare said two-thirds of the
! bodies are being made in coastal:
| States to save cross-hauling.
Allocations Studied.

allocations of lend-lease material

months, and because it is mostly

quarters it is thought some semi
finished steel may be respecified to
finished steel mills before too much
time is lost, in which event the mills
will be able to utilize their finish
ing capacity to better advantage."’
Giant Prudential Proposes
Shift to Mutual Basis

TRENTON. N. J„ June 30—The
Giant Prudential Insurance Co. of
America, with principal offices at
Newark, will seek permission of the
New Jersey Court of Chancery
tomorrow to change from a stock
to a mutual company.
The announcement was made
today by Christopher A. Gough,
deputy. State Commissioner of
Banking and Insurance.
By changing to a mutual company,
the type of organization established
by most life insurance companies, all
excess profits would accrue to the
benefit of policyholders, inasmuch as
there would be no necessity for
paying profits to stockholders.
Gough said the $4,500,000,000 con
cern now owned all of a stock issue
of 40.000 shares with exception of
536 held by the ‘"Blanchard Family”
of Newark. It had reached an
agreement with the Blanchards to
buy in their shares for $804,000.

prices edged upward today, reflect
ing hopes of a favorable compromise
in the deadlocked farm legislation.
Talk that farmers might be granted
100 per cent of parity induced trade
and mill price fixing and invited new

Traders estimated upward of
10.000 bales of October and Decem
ber had been purchased. Other than
light hedging against CCC purchases
and realizing, offerings were firmly
held to a scale up basis.
Late afternoon values were 90
cents to $1 a bale higher. July. 18.49;

Wage Minimum Raised
In Garment Industry
By the Associated Press.
Secretary Perkins announced
yesterday she had determined the
prevailing minimum wage in the
cotton garment and allied industries
to be 40 cents an hour, or $16 a week,
arrived at either on a time or piece
work basis. The old rate was 37 >4
cents.
Under this modification all work
performed for the Government
must be paid for at the new rate,
except that learners and handicapped
workers may be employed at sub
minimum rates under regulations of
the wage-hour division.

NEW YORK, June 30.—Scattered
climbers remained in today's stock
market but many leaders jogged
along in narrowly irregular territory.
The war news seemed a trifle
better although some potential share
purchasers stood aside to await the
outcome of the conflict in Egypt.
Scant stimulation wras derived from
business or tax developments.
The list hesitated at the start and
the direction was hazy in the closing
hour, although price changes either
way generally were small. There
were a few exceptions.
Santa Fe jumped about 2 points
after midday when directors voted
a dividend of $1.50 on the common,
against $1 paid in the four pre
ceding quarters. The other buoyant
rails of yesterday did virtually
nothing.
Dealings slowed appreciably.
Transfers for the full proceedings
approximated 225.000 shares.
Stocks In the resistant class most
of the time included General Motors,
Southern Pacific, Standard Oil
<N. J.i, Westinghouse, Kennecott,
Philip Morris, American Can and
Bethlehem.
On the offside at intervals were
United States Steel, Chrysler, Sears
Roebuck. Montgomery Ward. Dou

Wholesale Commodity
Index Up Slightly
The general level of commodity
prices was slightly higher last week,
according to the wholesale price
index compiled by the National
Fertilizer Association.
In the week ended June 27. 1942,
this index advanced fractionally to
127.3 from 127.1 in the preceding
week. A month ago It was 128 and
a year ago 110.9. based on the
1935-39 average as 100.
The upward movement of the all
commodity group index last week
was the result of higher prices for
livestock, cotton and foodstuffs.
The index of industrial commodities
remained unchanged for the eighth
consecutive week.
Big Ore Cargo Unloaded
Quickly at Cleveland

CLEVELAND. June 30—The larg
, est vessel cargo ever to arrive in
' Cleveland Harbor—16.111 gross tons
bill of lading weight of iron ore—was
unloaded last night at the lake-front
ore dock of the Pennsylvania Rail
road from the steamer Harry Coulby,
flagship of the Interlake Steamship
Co. fleet.
The cargo surpassed by 913 tons
j the previous record here established
! this season by the F. G. Hartwell of
! the M. A. Hanna Co. at the same
dock.
The Coulby was unloaded in five
and one-half hours, an average of
close to 3,000 tons per hour, consid
ered extraordinarily good time for a
vessel with a wide beam, 65 feet.

In Priorities Case

Conn., from selling electrical sup
plies containing aluminum, and the
Illinois Pure Aluminum Co. of Le
mont. 111., from selling any articles
containing aluminum except on or
ders carrying top military priority
ratings.
ICC Approves Erie
Equipment Mortgage
By the Associated Press.
The Interstate Commerce 'Com
mission has authorized the Erie
Railroad Co. to issue $5,955,850 of
first consolidated mortgage 4 per
cent bonds, series C, to be sold at
100.50 per cent and accrued interest.
The proceeds will be applied to
the redemption of a like amount of
first consolidated mortgage 4% per
cent bonds, series A.
