Capital Banks Given
Data on $95,000,000
District Bond Drive

Washington banks today received
most complete information from the
Federal Reserve Bank of Richmond
on the coming Fourth War Loan
drive, which opens January 18, to
run until February 15. the national
sales goal being $14,000.000 000
and thp Capital quota $95,000,000,
which is $1,000,000 more than in
the third campaign. This time ef
forts are to be made to sell nation
ally $5,500,000,000 to individuals.
The issues include series E, F and
Ci Bonds, Series C Savings Notes,
2l2 and 21 i per cent Treasury Bonds
and seven-eighth per cent Treas
ury Certificates. There will be seven
classes of investors, individuals, sav
ings banks, insurance companies,
dealers and brokers, Federal agen
cies and trust funds, State and local
governments, nonbanking corpora
tions and investors.
Final details cover payments for
bonds, credit for sales, delivery rules,
allotments, accrued interest figures,
descriptions of each issue, and
other general provisions set up by
the Treasury. Plans are already
far advanced under the chairman
ship of John A. Reilly.
Bank Plans Capital Increase.
Stockholders of the Morris Plan
Bank of Washington will vote at a
special meeting on January 12 on a
proposal to increase the common
capital stock from $350,000 to $400,
000, and also on a proposal to retire
$50,000 preferred stock, Executive
Vice President L. P. Harrell an
nounced today.
The increase in capital would be
effected, Mr. Harrell said, by the
declaration of a stock dividend of
one share of new common stock for
every seven and a fraction shares
now held. The cash value of the
stock dividend would be approxi
mately $2.85 a share, par value being
$20 per share.
If the proposal to increase the
common capital stock is approved,
the bank's capitalization would in
clude $400,000 in common stock,
$100,000 in preferred stock, $150,000
surplus and $50,000 in undivided
profits. On the October 18 call,
Morris Plan had $8,205,474 deposits.
League Expands Bond Rally.
Members of the District Building
and Loan League voted yesterday to
combine the regular annual banquet
with the January 10 War Bond rally,
it being decided that the banquet
should not be omitted.
Martin A. Cook will be chairman
of the Banquet Committee and
Hawley Smith chairman »f enter
tainment. The affair will take place
at the Mayflower Hotel, about 500
being expected from the 25 associa
tions.
Chairman Edward C. Baltz of the
Bond Committee said today that
several high Government officials
will address the guests and that
stage and screen stars will assist in
pressing the bond sales.
Garfinckel Stock Listed.
Sixty thousand shares of Julius
Garfinckel 5'2 per cent preferred
stock, par value $25 a share, was
Is ted on the Washington Stock Ex
change today, following SEC regis
tration. The stock was recently
v idely distributed in Washington,
erming out at $25 a share. It has
sold above that figure off the ex
change. Opening quotations today,
r.\-dividend, were 26si bid and 27ii
asked. No sales.
Business Briefs
Bank clearings in 23 leading cities
totaled $8,619,155,000 in the holiday
week ended December 29, compared
with $10,513,399,000 in the preceding
week, but remained 17.4% above
57.341.782.000 in the corresponding
1942 period, Dun & Bradstreet, Inc.,
reported.
Gasoline Stocks on December 25
totaled 74.024.000 barrels, compared
ruth 72.725,000 a week 'earlier and
77.781.000 a year ago, the Amer
ican Petroleum Institute announced.
Indices of civilian supplies, com
pared with normal, were: Gasoline.
43.2%; kerosine, 52.9%; light fuel
Pi!. 80%; heavy fuel oil, 66.9%..
Meat Production Xext Year will
be about 6% larger than the 1943
record, but civilians will get only

period.
Air Associates, Inc., earned $1,
135,551 or $8.42 a share, before re
negotiation, in the year ended Sep
tember 30, compared with $448,401
or $3.32 a share in the previous
period.
Beatrice Creamery Co. earned
$270,665 or 42 cents a share in three
months ended November 30, com
pared with $325,061 or 55 cents a
share in the same 1942 period.
Radio-Keith-Orpheum Corp. de
clared a dividend of $15.6o a share
on the 6% preferred on account of
arrears and the regular dividend of
$1.50 a share, both payable Febru
ary 1 to holders of record Janu
ary 20.
American Can Co. elevated Presi
dent M. J. Sullivan to board chair
man, promoted D. W. Figgis, execu
tive vice president, to the presi
dency, and named C. H. Black
executive vice president.
B. F. Goodrich Co. will establish
8 plant at Du Bois, Pa., soon after

NEW YORK, Dec. 30—Liquors and
specialties today led the stock mar- j
ket on a belated year end rally that1
lifted leaders fractions to a point j
or so and assorted favorites as much
as 7.
Distillers revived on talk of some
States cutting red tape to permit the
easy collection of declared whisky
dividends. Rails still were aided by
the calling off of the strike set for
today and the thougflit the roads
might soon be returned to private
management. Rising commodities
touched off some Inflation pur
chasing of securities, and reinvest
mend demand appeared as a bolster
ing influence.
Low-priced Issues were particu
larly lively, United Gas Improve
ment opening up on a 45.000
share block. Tax sales for “cash”
were plentiful. Yesterday was the
last day for “regular” transactions
of this sort. Volume for the full
proceedings exceeded 1.000,000 shares
for the first time in nearly a month.
Advances generally were well main
tained at the close.
Peaks for 1943 were touched by
United Gas Improvement, Stude
baker, Waukesha Motors, Sears Roe
buck and R-K-O preferred. Prom
inent on the swing were American
Distilling "stamped” and plain,
Schenley, Electric Power & Light
preferreds, Santa Pe, Chesapeake &
Ohio, Bethlenem, Chrysler, Du Pont,
Westinghouse, Oliver Farm and
Eastman Kodak.
Rail loans paced the bond depart
ment on a selective bulge.
Chicago Grain
.CHICAGO. Dec 30 bP>.—All deliveries
oi wheat advanced to new- seasonal peaks
today as the market reflected a strong
demand lor the bread cereal in cash grain
circles. The Government was buying
wheat for its feed wheat program and
mills were actively acquiring stocks before
wheat, ceilings are announced
The strength in wheat was reflected In
other Plt.v where fairly good gains were
scored. Some buying of rye was based
on the belief this grain will move upward
the w'heat ceiling announcement.
Cash dealers reported some mckup in the
movement of corn from tne country, book
ings amounting to around lOO.OuO bushels

LONDON, Dec. 30 »/?».—The circulation
of fiduciary notes increased £7.660.000 to
the all-time high of £1,088.682.000 for the
week ended December 20. Outstanding
notes were £165,252.000 above the amount
in circulation at the same time a year ago
During the week private deposits in
erased £71.848.000. public deposits were up
£3.013,000 and government and other se
curities jumped £82.662.000, a loss of
£7.7X4,000 in the bank's reservr reflected
an almost similar increase in n ,te circula
tion.
The proportion of the bank's reserve to
liability this week was 4 per cent, com
pared with 0.8 per cent the same week a
year ago.

Of Rapid War Shifts

NEW YORK. Dec. 30 — Col. D. N.
.Hauseman, director of the readjust
ment division of the Army Service
Forces,-said yesterday that cancel
lations of war contracts do not in
dicate any lessening of the need for
war materials.
“Cancellation of contracts today
should be viewed as an indication
that we are successfully meeting
the pressing need of new. better
and different weapons,” he added.
Speaking before a meeting of the
Industrial Bureau of the Commerce
and Industry Association of New
York. Col. Hausrman discussed
problems connected with termina
tion of war contracts as they relate:
to conversion of industry to peace-'
time production.
The experience gained in present!
contract terminations is being used:
to plan for making final disposal
of war contracts and to provide for
adequate interim financing of con
tractors whose contracts have been
terminated, he said.

ing construction awards this week
aggregate $28,180,000. compared with
$34,655,000 in the preceding week
and $76,295,000 in the like period of
1942, Engineering News-Record re
ported today.
The current week's volume
brought construction awards in 1943
to $3,061,844,000, compared with the
1942 total of $9,305,829,000.

BALTIMORE, Dec. 30,—Factory
employment showed only a minor
decline, while payrolls rose contra
seasonally from October to Novem
ber, Maryland Commissioner of La
bor and Statistics John M. Pohlhaus
reported.
"The decrease in employment is
less than seasonal, and the increase
in payrolls is noteworthy, since pay
rolls usually decline at this time of
year,” Mr. Pohlhaus commented.
Employment from October to No
vember went down one-tenth of 1
per cent, as compared with a nor
mal decline during the past 20 years
of 1.8 per cent; and payrolls rose 3
percent, as compared with a nor
mal decline of 2.5 per cent.
