Negro Youths Fined
In Auto Test Frauds
Charged with attempting to ob
tain a driving permit by misrepre
sentation, two 19-year-old Negroes

Schoeneman Takes
Oath as Assistant
Revenue Chief
A veteran of more than 33 years
in the Federal service, George 3:
Schoeneman, 55, yesterday was
sworn in as assistant commissioner
of internal reve
nue.
The oath was
administered in
the office of
Commissioner of
Internal Reve
nue Joseph D.
Nunan. jr„ by
I. Y. Bain, and
the commission
was handed to
Mr. Schoeneman
by Mr. Nunan.
Among othera
at the ceremony
were former
Commissioner of G- *•
Internal Revenue Robert Hannegan,
now chairman of the Democratic
National Committee; Comdr. Gene
Tunney, Charles R. Schoeneman,
technical assistant to the Secretary
of the Treasury, a brother of the new
assistant commissioner, and Don
Barnes, president of the St. Louis
Browns.
Born in Rhode Island, Mr.
Schoeneman came to Washington to
his first civil service job as a stenog
rapher in the Post Office. He served
in various capacities there, becom
ing executive clerk to the Postmas
ter General and assistant superin
tendent of the Division of Supplies
and Equipment. Transferring to the
Federal Reserve Board, he later
changed to the Internal Revenue
Bureau as chief of Collectors’ Per
sonnel and Field Procedure Division.
Promotions followed rapidly.
He now becomes one of the two
assistant commissioners of internal
revenue, posts authorized in the 1942
Revenue Act. The other assistant
commissioner, Harold N. Graves,
also a career man, has been in that
position since last July.
Mrs. Roosevelt to Speak
Mrs. Eleanor Roosevelt will ad
dress the District Guidance and
Personnel Association at its lunch
eon meeting tomorrow at the
Hamilton Hotel. Her subject will
be "Education and Employment of

HELP VICTORY COME SOONER
Government Change
Sought by Puerto Rkans
A delegation of three, representing
the San Juan Consistory of the
Masonic Order, soon will present a
petition to the President and Con
gress asking an end of the "co-,
lonial” form of government in Puer
to Rico, Rafael Soltero-Peralta, one
of the members, said today.
Soltero-Peralta arrived in
Washington Wednesday and will be
joined next week by Dr. Ramon
Fournier and Dr. E. Martinez Rivera,

to present a petition asking for a
more democratic form of govern
ment. Senor Soltero-Peralta said.
The petition will not specify wheth
er statehood or independence is
favored, inasmuch as that is a mat
ter of political dispute among Puer
to Ricans on which the Masonic
Order has not taken a position, the
delegate explained.
While in the United States, the
delegation plans also to solicit the
support of the Masonic Order In this
country for its plea for a more
democratic system in Puerto Rico.
Barney House Begins
May Festival Today
The Barney Neighborhood House
will open its 42d Annual May Fes
tival today with dances and the
operettas "Cinderella” and “False
Fernando.”
The 1944 May queen will be
crowned at 4:30 p.m. tomorrow in,
front of the house, 470 N street N.W.
Music will be furnished by the Ma- j
rine Band.
Dry Meeting Planned
Representative Joseph Bryson.
Democrat, of South Carolina will
address a temperance mass meeting
at Metropolitan Baptist Church.
