Feb. 10—Prime Min ister Churchill’s rebuke to General issimo Francisco‘Franco’s confiden tial proposal for a western anti Soviet alliance developed tonight into one of the war’s most mysteri ous ‘leak” stories. ^ London papers published last month suggestions that Mr. Church ill and Franco had exchanged some sort of letters in November, but Deputy Prime Minister Clement Attlee told Parliament on December 31, “It would be contrary to estab lished usage to make these confi dential exchanges public." A story from Washington on Feb ruary 3 on the Churchill-Roosevelt Stalin conference quoted unidenti fied sources on the contents of Ine letters, and The Times of London reported similarly today under the caption ‘‘Plain Words to Franco.” Letters Kept Secret. British Foreign Office represen tatives declared there had been no official announcement of the con tents of either the Franco letter to Mr. Churchill or the latter’s answer. But it was plain that the contents could have been obtained here only through an official leak or through a plant. Foreign Office spokesmen made it clear the correspondence was of a highly confidential nature, whose official publication could be per mitted only if both parties gave consent. Meanwhile, British newspapers and agencies declared Mr. Churchill had used “cold and biting” phrases in replying to Franco's proposals, which included an offer to act as mediator for a negotiated peace between German and Britain. The Press Asociation said Franco had admitted Hitler was on the point of defeat and that Europe consequently was threatened with sovietization, which made it im perative that Spain and Britain get together to “face the menace.” Then Franco was alleged to have pro posed a western anti-Soviet bloc. Proposals Turned Down. “I understand,’’ the British Press Association's diplomatic writer said, “that he wound up by emphasizing it was because of his 'Christian prin ciples' that he made these pro posals, and that Spain and Britain should proceed to form the main pillars of a new world security or ganization.” Mr. Churchill's reply was said to have turned down Franco proposals bluntly, and to have shown that Britain regarded thq Franco regime i coldly. Mr. Churchill left Franco with no doubt that the general would j not be a delegate to the peace con 1 ference. and that It was very un-. likely that Spain, under her pres ent regime, would be invited to join the United Nations in a world se curity organization, it was report ed. Peter, Well-KnownArchitect Funeral services for Walter Gib son Peter, 76, of 3027 N street NW., prominent architect, who died Fri day at Garfield Hospital, will be held at 3 p.m. tomorrow at the residence. Bu rial will be pri vate. Mr. Peter was a member of the former ar chitectural firm of Marsh & Pe ter, which de signed The Eve ning Star Build ing, Walter Reed Hospital, Willard Hotel, the Union Trust Building and Waller G. l>eter. Georgetown Preparatory School, as w'l as many private residences. After the death of his partner in the 1920s, Mr. Peter continued in business under his own name. The son of the late Dr. Armistead Peter and Martha Custis Kennon Peter, he was born in the old Tudor house in Georgetown. He was a grandson of Mrs. Beverley Kennon, great-granddaughter of Mrs. Mar tha Washington. Mr. Peter was graduated from the Massachusetts Institute of Technology in 1890. He was a Fel low of the American Institute of Architects, head of boards of direc tors of Louise Home and the Lin thicum Institute. He also was a member of the Virginia Society of the Order of the Cincinnati. In his younger days, Mr. Peter j was active in tennis and golfing \ circles, and at one time was the District tennis champion. He fre quently played in golf tournaments at the Chevy Chase Club, of which he was a member. His first wife, the former Mrs. ! Ellen Beale Qseene, a native of j Washington, died in 1932. He later j married the former Mrs. Grace Dun lop Ecker, also born in this city, who survives. Besides his widow, he leaves a son. Lt. Walter G. Peter, U. S. N. R., stationed at Athens, Ga.; two broth ers, Armistead Peter, jr.. and the Rev. Dr. G. Freeland Peter, and a sister, Miss Agnes Peter, all of Washington. He also is survived by two stepsons from his first mar riage, Albert Beale Greene, Wash ington, and Maj. James Francis Greene, serving with the Army in Italy, and three step-children by his second marriage, John B. Ecker and Mrs. Emily Bradley, both of Washington, and Dr. Henry D. Ecker, with the Public Health Serv-: ice in New Orleans. -_____ Frank M. Sewell Dies; Prominent in Masons Frank M. Sewell, 78, of 238 Eighth street N.E., retired machinist, died yesterday in Casualty Hospital. He had been ill 10 days. | Mr. Sewell was | born in Balti more and began his work as ma chinist there at the age of 16. He,was em ployed at the Washington Navy Yard from 1903 to 1919. when he joined the Central Ar mature Works, Inc. He retired in 1937. A member of ! the Association Frank M. Murphy Won t Leave Court To Return to Philippines j By the Associated Presa. ; Associate Justice Murphy of the j Supreme Court has been urged to return to the Philippines as gov ernor general, a post he left in 1936. The urging Is being done. It was learned yesterday, by Philippine President Sergio Osmena, Brig. Gen. Carlos P. Romulo, resident commis sioner, and Mrs. Manuel Quezon, widow of Mr. Osmena’s predecessor. Justice Murphy said he would not step down from the Supreme Court bench, but he indicated a desire to do something for the Philippines, perhaps this summer when the court takes a four-months recess. He would not say whether there is substance to a report that he will leave shortly for the islands, commenting that the report “didn’t come from the White House . . . everybody’s gone but Fala.” Composing Room Head Dies NEW YORK, Peb. 10 (JP).—Daniel P. Sullivan, 64, superintendent of the New York Journal-American composing room and a veteran of 45 years’ service with Hearst news papers, died in a hospital today. Before coming to New York in 1937, he was superintendent of the Chi cago Herald-Amerlcan composing room. NEW YORK, Feb. 10.—Dr. Daniel J. Daly, 63, retired surgeon who head the Army’s surgical division at Grand Central Palace during the World War, died today in a hos pital of a gland Infection. He was an instructor in surgery at Johns Hopkins University and a member of staffs of several New York hospitals. He also was Army medical Instructor at Rockefeller Institute and visiting consultant at the Mayo Clinic, Rochester, Minn. Navy Officers'Wife Dies of Polio Siege Mrs. Frederick W. Russe, jr„ 32, of Alexandria, a victim of bulbar poliomyelitis, who was taken to the Barnes General Hospital in St. Louis last December for further treat ment, died there Friday night. Mrs. Russe made the journey to St. Louis in a private car used on numerous occasions by Freder ick B. Snite, jr., of Chicago, who was stricken with infantile paralysis more than nine years ago. On Christmas day, Mrs. Russe was permitted to spend an hour out of the iron lung with her children, Susan, 4 V4. and Frederick W. Russe III, 4 months. She had ar rived in St. Louis three days before, but nervousness and exhaustion from the trip led her physicians to decide against an immediate meet ing with her children. The youngest child was born in St. Louis, where Mrs. Russe had gone to visit relatives in August. On hei return to visit her husband, Lt. Comdr. Russe, 6 Edgewood ter race, Alexandria, she left both chil dren in St. Louis to protect them from infantile paralysis then prev alent here. - j Shortly after her arrival here, she I contracted the disease and was ad mitted to Gallinger Hospital Octo ber 3. She had remained there un til leaving for St. Louis. Besides her husband and chil dren, she leaves her parents, Mr. and Mrs. George C. Mackay, St. Louis. Harry C. Canfield Dies; Was in House 10 Years Harry C. Canfield, former Demo cratic member of the House from Indiana, died early yesterday at his home in Batesviile, Ind., after a long illness. A native of Dearborn County. Ind., Mr. Canfield was elected to Congress in 1923 and served until 1933. He was a member of the House Ways and Means and Bank ing Committees. At the close of his service in Congress, Mr. Canfield returned to Batesviile where he operated a fur niture manufacturing business. Mr. Canfield attended Moores Hill College, Moores Hill, Ind.; Cen tral College, Danville, Ind, and Vorhies Business College in Indian apolis. After teaching in the Dear born County public schools for a brief period, he moved to Bates ville in 1899 and established his manufacturing business. Besides his widow, Mrs. Katheryn Canfield, he is survived by a son and a daughter, all of Batesviile. A cousin, Mrs. C. C. Sniffen, widow of Brig. Gen. Sniffen, lives at the Ontario Apartments here. Court Refuses fo Interfere In Jackson Hole Dispute By the Associated Press. CHEYENNE, Wyo.. Feb. 10.—Wv oming today lost its Federal Court suit challenging the bitterly-disputed creation of the Jackson Hole Na tional Monument. Federal Judge T. Blake Kennedy issued a memorandum finding that the controversy was between the legislative and executive branches of the Government and that the court could not “interfere.” The State sought judicial declara tion voiding the presidential procla mation creating the 221,610-acre monument. , Judge Kennedy declared: “Undoubtedly great hardship and •a substantial amount of injustice will be done to the State and her citizens if the executive department carries out its threatened program, but if the Congress presumes to delegate its inherent authority to executive departments which exer cise acquisitive proclivities not ac tually intended, the burden is on the Congress to pass such remedial leg islation as may obviate any injustice brought about as the power and control over and disposition of Government lands inherently rest ing in its legislative branch.” Inter-American (Continued Prom First Page ! dent of the Chamber of Commerce of the United States. Story of Koreans Will Feature WMAL Series Tomorrow The story of the people of Korea will feature tomorrow’s broadcast In the radio series, "Introducing the Peoples of Asia and the Far' East," at 2:30 pm. over Station WMAL. J. Kyuang Dunn, secretary of the United Korean Committee in Amer ica, will be principal speaker. He will be Introduced by Dr. Garnet C. Wilkinson, first assistant superin tendent of schools. Questions by Mary Leake of Armstrong High School and Norman Sutherland of Cardozo High School will follow the speech. The program will include an in terview with Carol Lutz of Western High School, who was born in Korea and lived there 11 years. Miss Lutz will sing several native Korean songs. Waller McBryde. 2820 Wiscon sin avenue N.W., assistant chief national bank examiner of the Treasury, died yesterday in Miami, Fla., where he had gone to recuper ate from an illness of many months, according to word received here. Mr. McBryde, a native of Lexing ton, Va., was the son of the late Rev. Dr. Robert McBryde, former rector of Lee Memorial Episcopal Church at Lexington, He was a graduate of Washington and Lee University and taught school be fore coming to Washington about 30 years ago to work for the Treasury. Steele, director and former vice president of the Cudahy Packing Co. of Chicago, died today at Hark ness Pavilion of the New York Medical Center after an illness of about two years.
