Austria Is Severed From Germany by Big Four Powers (Continued From First Page.) the machinery created to control It are similar to the divisions and con trols applied in Germany. The great difference is in purpose. The objective of German control is to render the Nation powerless ever to make war again, while the an nounced purpose of Austrian occu pation is to foster a free and in dependent nation. Agreements for the Austrian con trol machinery and the division of the country into zones were worked out by the European Advisory Com mission at London and signed there early last month. A State Depart ment announcement said Gen. Mark Clark, who led American armies in Italy, is the American military com missioner for Austria, and John G. Erhardt is chief political adviser to Gen. Clark. Until recently, Mr. Erhardt, a vet eran career diplomat, was Director of the Office of the Foreign Service in the State Department here. The text of the State Department announcement follows: The State Department released today two statements summarizing the agreements reached by the Eu ropean Advisory Commission on the control machinery and the zones of occupation in Austria. The state ments follow: Summary of the agreement be tween the governments of the United Kingdom, the United States of America and the union of Soviet Socialist Republics and the provi sional government of the French re public on control machinery in Aus tria. The Allied control machinery in Austria will consist of an Allied council, an Executive Committee and staffs appointed by the four GIVE YOUR SALESMEN A BREAK! The primary tasks of the Allied Commission for Austria will be: To achieve the separation of Aus tria from Germany; To secure the establishment, as soon as possible, of a central Aus trian administrative machine; Seek Elected Government. To prepare the way for the estab lishment of a freely elected Austrian government; Meanwhile to provide for the ad ministration of Austria to be car ried on satisfactorily. The Allied council will consist of four military commissioners who will Jointly exercise supreme au thority in Austria In respect of matters affecting Austria as a whole. Subject to this, each mili tary commissioner in his capacity as commander in chief of the forces of occupation furnished by his gov ernment will exercise full author ity in the sone occupied by those forces. The Allied council, whose deci sions should be unanimous, will In itiate plans and reach decisions on the chief questions affecting Aus tria as a whole and will insure ap propriate uniformity of action In zones of occupation. The functions of the Executive Committee and the staffs will be to advise the Allied Council and carry out its decisions. As soon as departments of a cen tral Austrian administration are in a position to operate satisfactorily they will be directed to assume their respective functions as regards Aus tria as a whole, and will fulfill them under the control of the Allied com mission. Inter-Allied Council Rules. The administration of the city of Vienna will be directed by an inter Allied governing authority which will operate under the general di rection of the Allied Council and will consist of four commandants. They will be assisted by a technical staff which will supervise and con trol the activities of the local organs. Liaison with other United Nations governments chiefly interested will be insured by the appointment by such governments of military mis sions which may include civilian members to the Allied Council. United Nations organisation will, if admitted by the Allied Council to operate in Austria, be subordinate to the Allied commission and an swerable to it. The'city of Vienna with lta 1337 boundaries will be jointly oc cupied by the armed forces of the four powers and its administration will be directed by an inter-Allied governing authority consisting of four commandants appointed by their respective commanders in chief. The district of the Innere Stadt will be occupied by armed forces of the four powers.
