Majority of Hospitals Side With Children's In Chest Fund Dispute A majority of the District's hos pital's were aligned with Children's Hospital today In the six-month old dispute between that institution and the Health Security Adminis tration over withholding of approx imately $25,000 of Community Chest funds. Meeting yesterday at Childrens Hospital, officials of 9 of the 11 hos pitals represented in the Hospital Presidents’ Association adopted a resolution calling on HSA to pay Children's Hospital the Chest funds, withheld since September as a re sult of a differences in interpreta tion of regulations governing treat ment of charity patients. Allocation Held Back. HSA. which disburses Chest fluids to local hospitals, has held back a portion of the in-patient fund allo cated to Children's because of the hospital's alleged failure to comply with an agreement calling for HSA certification of charity, or out patients. Willard C. Smith. HSA director, at a meeting last August, told Charles Drayton, president of the board of Children’s Hospital that the funds were being withheld be cause the hospital was not return ing to HSA all out-patient payments of more than $1, as called for under the agreement. Children's Hospital, in refusing to refund charity payments over $1. maintained that the actual cost to the hospital per out-patient treated was $2.23. Under the hospital's in terpretation of the agreement, it felt entitled to keep out-patient fees up to the actual cost figure. New Agreement Sought. Mr. Drayton, who also is chair man of the Hospital Presidents' Association, said yesterday he would appoint a committee consisting of himself, another hospital president and three superintendents, to draft a new agreement with HSA in an effort to Iron out the difficulties. The new agreement, he said, will be submitted for approval to a fu ture meeting of the association be fore discussions looking toward its adoption are undertaken with HSA and Community Chest officials. U. S. Pay Bill Backed By Bellevue Association The bill providing for 1812 per cent pay increases for Federal em ployes was indorsed last night by the Bellevue Citizens' Association. The group also supported a shorter work week for District fire men through adoption of the three platoon system. Grievances concerning trash col lections, street repairs and police protection will be discussed at the association's next meeting with a representative of the National Cap ital Housing Authority. The meeting was* held at 211 Byers road S.W. Huffman on Air Tonight Senator Huffman, Democrat, of Ohio, will be interviewed at 7:45 o'clock tonigt over Station WINX on the Huffman-Lucas resolution which would cancel the forthcoming Pacific atomic bomb tests.
