Bill Eliminates Cost
Of Parkway for Maryland
Representative Lanham, Demo
crat, of Texas, chairman of the
House Public Buildings and Grounds
Committee, yesterday introduced a
bill to authorize the United States
to bear the whole cost of develop
ment of the George Washington
Memorial Parkway.
The measure had been requested
by the National Capital Park and
Planning Commission to cure a
discrimination against Maryland
under the 1930 act authorizing the
program. Stretches of the park
way along the Virginia shore of
the Potomac have been under
Federal financing, but such work
on the Maryland side now must be
done under the Federal aid high
way program, with Maryland pay
ing half the cost.
The bill also would apply the
same cost exemption to Maryland
for the parkway to be developed
between Washington and Fort
Meade, Md.

Hope for OPA Rises
On House Approval
Of Building Subsidy

Administration hopes for the
OPA soared today after the
House reversed itself to vote
$400,000,000 in subsidies for
President Truman’s emergency
home-building program.
The tally was 187 to 158. Last
month the chamber turned down the
premium payments, 161 to 92.
Democratic leaders attributed the
change to the 10-day Easter recess,
which gave many members their
! first chance in months to find out
at home how their constiuents are
; thinking.
Speaking privately for the mast
part, these leaders voiced confidence
j the House also would about-face on
.price control extension which the
House last month hammered down
to a point where OPA Administrator
Porter said the agency would be
without power after June 30.
Sparkman Hears People's Voice.
Analyzing yesterday’s housing
subsidy vote, Representative Spark
man of Alabama, the Democratic
J whip, said: *
“Congress speaks for the people,
and the people made their wishes
known in this matter of housing. I
i think the housing vote indicates
1 what we may expect with reference
to OPA when it comes back to the
House. I think the same thing can
be said about selective service.
“The House mutilated three suc
cessive bills. Since it did this many
members have heard from their
people.’’
Across the Capitol, meanwhile, the
Senate Banking Committee hoped
to wind up hearings on its own
OPA measure today after hearing
Mr. Porter plead anew for a strong
price-control law. After the Sen
ate acts on the OPA issue, the
House will have a chance to ex
press itself again.
The thumping administration vic
tory on the housing bill broke a
month-long deadlock over the legis
lation which Mr. Truman hopes will
permit private enterprise to build
an unprecedented 2.700.000 homes—
costing about $16.000.000.000—in two
years.

Wyatt said: “This throws the vet
erans’ housing program into high
gear.”
Technically, the House action—in
structing its conferees to accept a
compromise $400,000,000 subsidy
sent the legislation back to House
and Senate conferees, who had been
deadlocked for weeks on the subsidy
i issue.
the Senate earlier had approved
1 the full $600,000,000 in subsidies re
quested by the President, who de
scribed that phase as the "very
. heart” of his program.
The money is to be used for "pre
mium payments” to building mate
rials producers to bring larger pro
duction of scarce materials without
a general increase in prices.
| McCormack Mentions Election.
Preceding yesterday’s vote, Ma
jority Leader McCormack turned to
the Republican side and asserted:
•Remember this roll call is going to
count in the election next fall.”
On the vote, the administration
was supported by 155 Democrats, 30
Republicans and 2 minor party
members. Opposing were 25 Demo
crats and 133 Republicans. Some
Southern Democrats who teamed
with the Republicans in the April
vote sided with the administration
yesterday.

Britain sends the Lacock Ab
bey copy of the Magna Carta,
which spells it "Charta." to
America for exhibition the "H"
will be deleted to correct what
is officially described as "the
error of a careless scribe in
medieval times."
An amendment authorizing
the change was passed by the
House of Lords today after the
Lord Chancellor, Lord Jowitt,
said research showed the Magna
Carta sealed at Runnymede
in 1215 was without the “H.”
