Warned by W. Earl Hall, chairman of the National Committee for Traffic Safety, that they can't as sume the public either knows how or is willing to foot the bill for re ducing accident casualties, delegates of every State stood up at the closing session yesterday to express confi dence in their ability to get the mammoth job done. They carried back with them spe cific recommendations for reducing accidents, the result of months of work by eight standing committees. The conference adopted the reports at the final session and agreed to help organize Federal, State and local committees to prepare and pro mote legislation necessary to carry them out. 50 Per Cent Cut in Toll Seen. The national fatality rate per 100, 000,000 vehicle-miles can be brought down from 12 to 6 within three years, “with even a reasonable ap plication of our new know-how,” according to Paul G. Hoffman, chairman of the Committee on Organized Public Support. As a result of the conference, Governors of every State will be urged to call conferences to gain ; support for changes in jpotor vehicle Uaws that will make them conform : to the uniform vehicle code. “But don’t call these conferences until your program is ready,” Mr. Hoffman advised 11 Governors in his audience at the Departmental j Auditorium. The code, written originally in 1924 at a conference called by the 'Secretary of Commerce, has been l kept up to date by the National 'Conference on Street and Highway Safety. It was republished last year in the form of five laws providing uniform motor vehicle administra tion, licensing, civil liability, safety responsibility and highway traffic regulations. District Follows Code. | The District's traffic regulations ! either are based on or are identical! j with the code but its licensing law ■ "is not as comprehensive,” the Com ' mittee on Laws and Ordinances re-1 : ported. It also noted that in the i j District “maximum speed limits are' I tfnusually restrictive outside of busi ness and residential districts.” j The conference advocated con sideration of a legal requirement that physicians and surgeons report physical defects who may affect the ability of persons to drive a car. Federal licensing of all motorists was disapproved in favor of uni-! S form State laws. To enforce the ilaws, the conference suggested po licemen make routine safety checks ! Licensing agencies can make the best use of limited person nel by concentrating on re-examina tion of drivers involved in accidents, those who violate traffic laws and those who develop, physical or men tal disabilities, the report pointed out. “Fact finding will enable commu nities to wipe out the causes of acci dents but lt is worthless if it isn't used,'' remarked Dr. George H. Gal lup, chairman of the Accident Rec ords Committee. School Instruction Advised. The greatest hope of solution to the accelerating traffic toll problem was found by the Education Com mittee in the 30,000,000 youngsters enrolled in the Nation's schools. Its report called for day-by-day Instruc tion on safety in elementary schools, for driver education and training in secondary schools and for safety research by colleges and universities. The Engineering Committee urged automobile manufacturers to im prove brakes, headlights, driver vi sion, directional signals, tires, wheel rims and bumpers. In modernizing streets and highways, public works agencies should apply standards de veloped by the American Association of State Highway Officials and the Public Roads Administration, it em phasized. Police were advised to avoid ex cessive tolerance of traffic violations, to demand prompt correction of de fects in safety equipment, to make proper use of warnings, to give no special privileges and to extend le niency to nonresidents only on non hazardous violations of purely local regulations. Stressed repeatedly was the need for funds to provide more and better personnel for highway, vehicle and enforcement agencies. News of D. C. After his ship was hit by a Jap plane carrying a bomb which failed to explode and lodged in a com partment of the vessel, Lt. Bell en tered the partially flooded compart ment to inspect the bomb fuse and determine the degree of safety in removing the bomb. Upon its removal, disregarding the fact that the bomb was ex pected to explode at any time, Lt. Bell “unhesitatingly and with utter disregard for his personal safety” de-fused the bomb head, thus re moving a mortal hazard to person nel and his ship. Capt. Gordon W. Paisley, U. S. N.
