Established Over SO Years Bar Votes to lighten Admissions Rules for Out-of-Town Lawyers The Bar Association of the Dis trict of Columbia today was on record as favoring the changes in local bar admission procedure for lawyers of other jurisdictions pro posed by the District Court Commit tee on Admissions and Grievances. The association gave its indorse ment at a meeting in the Mayflower Hotel last night by approving a re port of a committee which recom mended the rule adjustments advo cated by the court group. Col. Walter C. Clephane, chairman of the court committee, explained the changes were intended to raise standards for admission of out-of town lawyers and remove inequities which he said arose out of the pres ent reciprocity system. Col. Clephane said the reciprocity rules were being circumvented in many cases, were operating to deny local privileges to many worthy ap plicants from elsewhere and were making necessary the admission of some lawyers having unimpressive qualifications. The association voted down a pro posed change in its by-laws which would have permitted its Committee on Judicial Selection to add its own suggestions to names submitted by ^individual members for forwarding to the Attorney General as associa tion nominees for local judicial posts. The business meeting was fol lowed by a “gripe session" during which members aired their views on court procedural policies here, the need for giving returning veterans I a share of legal business and other matters. Noting that a number of the com plaints were directed at local courts, Justice Henry A. Schweinhaut of District Court rose to “gripe” in reply that, although he was sup posed to be the court’s liaison officer with the bar association, he had not been approached by the association’s Appropriate Committee with respect to troubles of the lawyers. He said he had assumed, therefore, that the committee had nothing of which to complain. Chief Judge George P. Barse of Municipal Court said he had no "gripes” and expressed appreciation for what he said were the continu ing cordial relations between the bar association»and his court. How ever, Municipal Court came in for a share of the good-natured com plaints of individual members. The association was told plans were proceeding satisfactorily for the all-day outing to be held June 4 at Chesapeake Beach, Md. Symphony Association Elects Board Tomorrow The annual meeting of the Na tional Symphony Orchestra Associa tion will be held at 5 p.m. tomorrow in Room A of the United States Chamber of Commerce, 1615 H street N.W.
