Kincer, a former division chief with the Weather Bureau, to day offered the American Geophys ical Union figures giving little rea son to hope for less than the quota of sweltering days endured here in recent years. In a paper entitled "Our Chang ing Climate,” prepared for delivery at the union's annual meeting today in the George Washington Univer sity School of Government Building, Mr. Kincer brought up to date a survey made under his supervision in 1933. It showed that the world had been experiencing increasingly warm weather in both summer and winter. Mr. Kincer found the trend con tinued up to 1940, at which time hints of a possible reversal ap peared. With the customary cau tiousness of an appraiser of trends, he said recent figures ‘‘suggest that the upward trend has probably reached its maximum with the pros pect of a return to colder winters and cooler summers in future years, but it is too early as yet to predict with confidence that such is the case.” "These temperature trends are of long duration,” Mr. Kincer ex plained, ‘‘and the transition pe riods from one extreme to the other cover a number of years. Additional records will be required to deter mine whether the more recent indi cations are significant of a general trend reversal or merely incidental.” The "man in the street” here con siders temperatures in the 90s hot, Mr. Kincer decided. Now retired, Mr. Kincer is con tinuing his interest in climatic trends w'hich developed the survey made while he headed the Weather Bureau Division of Climate and Crop Weather. His current opinion is that this summer in Washington will be as hot as last, or, possibly, slightly cooler—if it is not hotter.
