Possibility that the Agriculture
Department will buy up remaining
mill stocks of dark flour was wel
comed by the Wilkins-Rogers Mill
ing Co., 3261 K street N.W., as its
sole means of disposing of 200,000
pounds of the commodity.
Milled as an emergency measure
to make more wheat available for
relief uses abroad, the dark flour
has become a white elephant to
many mills since the Government
ruled that normal milling of white
flour may be resumed Sunday.
An Agriculture Department offi
cial said the purchase plan was
being studied but that no decision
would .be made until it was ascer
tained whether mills generally
could dispose of their dark flour
stocks.
. S. H. Rogers, vice president of
the Wilkins-Rogers Co., said there
may be no way of disposing
of $10,000 worth of self-rising flour
if the Government did not buy it.
The flour on hand is put up in
small bags, ranging from 2 to 10
pounds, which makes it harder to
dispose of, he said.
Mr. Rogers said the mill would
reconvert to white flour manufac
ture Tuesday„even if it has to stand
a loss on the dark flour.
The Agriculture Department
spokesman said that dark flour, if
bought by the department, would be
used in meeting export needs of
countries accustomed to darker
bread.

This will be a patch job, and will
not be as good as if the whole top
were refinished.
Unfinished Floor.
Question: We wish to refinish the
floor of one of our rooms. This floor
has never been sanded, and is dark
and muddy looking. We must do the
work ourselves. Can you tell us how
to remove the old varnish and give
the floor a lighter, brighter finish?
Answer: Try to rent a sanding
machine in good condition, so that
it will not damage the floor, and
have the dealer show you how to
use it. You can probably arrange
for the machine through your hard
ware dealer. (Of course, you under- '
stand that a floor contractor could
do better work than an amateur.)
After wiping up the dust you can
finish the floor with a penetrating
wax or liquid floor seal, or perhaps
two coats of shellac or floor varnish.
For further protection of the finish,
the floor can be given one or two
thin coats of paste wax, each coat
well polished when dry and hard.
Protection for Open Porch Floor, i
Question: Please advise me how,

floor.
Answer: If the floor is painted,:
and this paint is now wearing off,
remove all loose, peeling paint by
wire-brushing and sweeping. Try . to
get the surface as clean as you can
without the use of water. Cloths
wet with turpentine will help to
clean off dust, etc. Then apply two
or more coats of top-quality porch
paint, thinning the first one accord
ing to directions on the paint can.
The weather should be warm and
dry, and work'should start late In
the morning, to allow time for night
dampness to dry off. Let four dry
days pass after a rain before be
ginning to paint. Do not work when
the sun is on the surface, for the
temperature should not be too high.

paint is applied. The manufacturer
of the paint also supplies various
coatings and plastics for that pur
pose.
When the roof is in shape the
paint should be thoroughly stirred
so that the asphalt and aluminum
are well mixed. One coat applied
evenly over the surface will be suffi
cient to cover the surface adequately,
and a 6-inch bristle brush should
be used. Fiber brushes do not do
as good a Job. The paint will dry
in an hour and be ready for use in
three or four hours. Warm weather
is better for the job than cold; the
asphalt will flow more easily and do
a better covering Job.
This paint must not be expected
to waterproof leaking roofs: They
must be repaired before the paint is
put on. If the asphalt or tar roof
is new it should be allowed to
weather long enough to harden the
surface. That would take about a
year in cold climates and half that
time in hot sections. This paint
should be used just as it comes from
the can. No thinners or mixers
should be added.

Home Loair Bank System
Reports Big Rise in Assets
Harold Lee, governor of the Fed
eral Home Loan Bank System, today
estimated that assets of the 3,660
savings and loan association mem
bers of the system now represent
close to 90 per cent of the resources
of all the institutions of this type in
the United States.
He said it was likely that as
mortgage financing needs for the
veterans emergency housing pro
gram increase many of the 2,500
non-member associations will seek
membership in the bank system in
order to utilize its secondary credit
facilities.
As of June 30, total assets of the
member groups came to $9,443,000,
000, which represents an increase of
more than $800,000,000 in the first
half of the year, My. Lee said.
Washington was listed in a group
of five States with financing institu
tions holding $200,000,000 to $300,00,
000 of the system’s resources. Others
were Connecticut, North Carolina,
Florida, Michigan and Washington
State.

announced today* by the Capital
Transit Co. The -changes will be
effective tomorrow on C-2, C-2

sent route C-2 will continue on Good
Hope road, east on Alabama avenue,
south on Thirty-fourth street, east
on Bangor street and north on

Mercury Found in Body
Of Ragen, Ambush Victim

CHICAGO, Aug. 31.—Coroner A.
L. Brodie said today that traces of
mercury had been found in the tis
sues of the body of James M. Ragen,
68, and that he would reopen an
investigation in the death August
14 of the wealthy head of a Nation
wide racing news service.
Mr. Rafen was shot by unidenti
fied gangsters last June 24 and his
death was attributed to heart dis
ease complicated from his gunshot
wounds. He had been wounded in
the right shoulder and arm, but in
mid-July his recovery was expected.
About a week before his death he
underwent an emergency operation
after a kidney complication de
veloped.
Coroner Brodie said that the dis
covery of the mercury was made
by Dr. William D. McNally, coroner’s
chemist and toxicologist, in a post
mortem examination of Mr. Ragens
body. He said the examination was
not complete, but he planned to ad
vise State’s Attorney William J.
Tuohy of Dr. McNally’s report.
An inquest Is to be held Thurs
day. It was continued from August
15 to allow Internal Revenue Bureau
investigators time to question Mr.
Ragen’s relatives to learn the where
abouts of affidavits which he said he
had placed in a vault to be used in
event of his death as Incriminating
evidence against members of the
underworld.
