Air Chief Marshal Lord Dowding, who planned Britain’s defense in the critical days of the air blitz, wrote in an article in the London Gazette that despite popular belief to the contrary, the RAP Fighter Command emerged from the battle seriously weaker than when it took up the Nazi challenge. “If the fighter defense had failed in the autumn of 1940 England would have been invaded,” said the article, published today in connec tion with Britain’s forthcoming cele bration of the anniversary of the battle’s turning point. On Septem ber 15, 1940, the RAP broke the back of the German offensive by shooting down 187 Nazi aircraft. Stopped Planes for France. Lord Dowding said he had pre vailed on the war cabinet to cease sending fighter plane reinforcements to hard-pressed Prance in May, 1940. "I know what it must have cost the cabinet to reach this decision,” he wrote, “but I am convinced that this was one of the great turning points of the war.” But as the commander responsi ble for the air defense of Britain, he said, he "saw my resources slipping away like sand in an hour glass,” and was forced to decide against the pressure for more and more assistance to Prance. The essence of German strategy, he said, was to weaken British fighter defenses to an extent which would permit the German air arm to give adequate support to a sea borne invasion. Nazis Used Red Cross Planet. At the height of the battle the Germans were using white float planes marked with red crosses to rescue their pilots from the Chan nel, Lord Dowding said, and the British government announced it would not countenance the use of Red Cross planes to rescue com batants who might be used in battle again.
