Its objective obviously is to pull the rug from under any possible Russian contention that this coun try has sanctioned the use of "slave labor." Officials familiar with the discus sions now going on told a reporter that an announcement probably will j be issued in a week or 10 days, de ! pending on the shipping situation in -the Far Pacific. These officials said it was the j shipping situation, now improving— plus the task of corralling the scat tered Japanese—that has been re sponsible for the delays. They add ed that they expect the task to be completed by year's end. Strong Obstacle Met. In line with the Potsdam Big Three declaration calling on Allied governments to permit prisoners of war to return home, the State De Ipartment’s stand has been taken in it he face of a strong desire by some i former occupied countries to use the prisoners for reconstruction work. ■While sympathetic over the plight of these countries, the State Depart ment nevertheless has taken the ; position that American indorsement j would be inconsistent with current [ American demands for the repatri ation of about 800.000 Japanese troops captured by the Red Army in Manchuria and Northern Korea. The task of rounding up the Japa nese in Southeast Asia fell to the British Tommies in that area—the Southeast Asia Command—with Gen. MacArthur's headquarters re sponsible for providing the shipping for repatriation. Bearing directly on the reported ! speed-up decision is the breakdown j in negotiations between Russian and MacArthur representatives earlier this year over the estimated 800.000 Japanese troops held by Soviet forces. G. SPALDING BROS. j 4 chief of Gen. MacArthurs diplo matic section, told newsmen several days ago that he had informed Gen. Kuzma Derevyanko. Soviet member of the Allied Council, that shipping was available for repatriation of all Japanese from'the Asiatic continent. Gen. Derevyanko was reported to have taken the position that he was authorized to discuss the repatria tion of only Japanese civilians from North Korea, and •'certai* Japanese civilians from south Manchuria " Mr Ateheson's action in throwing the spotlight on the former Japa nese troops still in Russian hands was tantamount to diplomatic pres sure on the Soviet government. But, at the same time, the spot light reflected on the delay in re turning Japanese in Anglo-American territory. Hence diplomatic officials acknowledged that this country was anxious to avoid any pot-calling the-kettle-black argument by Rus sia. It has been estimated unofficially that about 610,000 Japanese have been returned to Japan from South east Asia. Here is how the remaining Japanese in that part of the world are presently disposed: Malaya. 49.000; Burma, 34.000; Siam. 9.500; Sumatra, 8,000; Jar a 11.500, and French Indochina. 704 most of whom are being held In connection with war crimes cases.
