The Virginia Senator said if the members of Congress "take the bene fits of the reorganization act, such as the pay increase and retirement system, and then don't go through with the other features, they are going to be severely condemned.” The reorganization plan calls for a substantial reduction in the num ber of committees both in the House and Senate. The merging of com mittees will deprive many members of chairmanships, and since Con gress adjourned there have been re i ports that a fight may develop in January to postpone the stream lining operation. Senator Byrd said a delay of a! few weeks may be necessary to carry out the difficult task of reassigning! i members to the merged committees, but that "anything leading to a permanent laying aside of the pro gram will be unpopular."
