Carter Fort, vice president and general counsel of the Association of American Railroads, told the Interstate Commerce Commission today that postponement of freight rate Increases might prove expen sive to the national economy. If the proposed increases, rang ing up to 25 per cent, are denied now when rail traffic is brisk, Mr. Fort. said, ‘ far larger increases in rates will hate to be made in (lie near future when the country's economy is less able to stand them.” Mr. Fort's rebuttal argument con cluded the commission’s two-week | session at which scores of witnesses j testified and attorneys alfcued for and against the rate advances. Many of the opponents to the 25 per cent increase were not averse to a smaller advance. Water car riers and truckers, traditional rivals of the railways, supported the rail road proposal in the hope of in creased revenues for themselves.! Generally in opposition were ship pers. growers and Government agencies such as the OPA. TV A and the Agriculture Department. Mr. Fort said he particularly wanted to counter any impression that a 25 per cent increase in freight rates would mean a similar increase' in the cost of rail-transported com modities. i Actually, he said, the increase! would be only about 1 per cent on: wholesale vaiues and still smaller} on retail values. U. 5. to Ask Tito to Lift Ban on Reading Room Ey th» Associated Press Diplomatic officials were appre hensive today that forced closing of an American library in Belgrade might jeopardize the whole flow of United States information into Soviet-dominated Eastern Europe. The State Department drafted a note to the Yugoslav government urging removal of the ban on the United Slates Information Service, on the ground that the “funda mental and basic democratic issue” of freedom is involved. But reports from Belgrade said the Tito administration was intent on keeping the information service closed. Officials here saw a possi bility that other Soviet-dominated regimes may follow suit. The United States maintains in formation services in Russia and 60 other countries to distribute such matter as American books, maga zines. official speeches and docu ments. Undersecretary of State Clayton yesterday said American officials ' find it very difficult to believe that Yugoslavia really means to deny to its people the basic freedom for which the American people with their Allies undertook the war against Fascism.’’ The reading room in downtown Belgrade was closed Thursday after the Yugoslav government had ac cused the United States Information Service of engaging in “anti-Yugo slav activities.” IMPORTANT!!
