' " Army Declares Plans Are Ready for First Phase of U.S. Defense ly tin Associated Pr«a The Army has plane ready for de ploying its troops and planes to fight the first phases of a defensive war, highly placed War Department officials said today. This statement was made in reply to questions about testimony by Sec retary of War Patterson before con gressional committees in the last several weeks that the armed serv ices have no overall plan for na tional defense. Officials who work with the Sec retary said his reference was to co ordinated planning for the whole military eetablishment—Army, Navy and Air—including plans for mo bilization of the Nation's industrial and manpower resources and laws for unified operation of the services. Plans Ready, Nimita Says. Be did not intend to convey the idea, officials told a reporter, that the Army had no operational plans for use of the forces immediately available in case of attack. Admiral Chester W. Nimita, chief of naval operations, told the Senate Armed Forces Committee that de fease plane have been developed by the Joint Chief· of Staff and ap proved by the Secretaries of War and Navy. Mr. Patterson's aides said It Is safe to assume that not only have such plans been formulated but that,.fol· lowing a long-standing custom, they are constantly revised and that the planning is based on as many possi ble forms of attack by as many potential enemies as can be logically assumed. "FteM Plans" Only. However, they added, these plans must be considered as -only "field plans" for the use of men, gun·, ships and planes ready at the time of attack. Mr. Patterson, testifying on the need for service unification, em phasised that planning under exist ing conditions is possible only when all members of the Joint Chiefs of Staff agree. He has contended that no one person short of the President can order «ueh agreement.
