Taft to Issue Report
Opposing CIO Claims
On Wage Increases

The Senate-'House Economic Com
mittee, armed with a congressional
staff report saying higher wages
now would lead to still higher prices,
worked today on a wage-price state
ment which Chairman Taft plans to
issue tomorrow.
Senator Taft told reporters the
• analysis written b^ Gustav Peck,
j labor economist of the congressional
staff, carries some “pretty good
arguments" against wage increase
pleas advanced by CIO President
Philip Murray.
The study, which termed the CIO
wage increase pleas “altogether
unrealistic," was devoted mainly to
rebuttal of figures cited by Robert
Nathan, former Government econo
mist who prepared a CIO report
used by Mr. Murray to press new
wage demands this year.
The congressional staff agreed
with Mr. Murray and Mr. Nathan
that corporate profit* last year
reached a record high of *13,000,
000,000 while compensations to
workers declined about $4*500.
000,000.
Fay Contention Denied.
But tbey vigorously denied the
Murray-Nathan contention that cor
porate employers could grant wage
increases of billions of dollars this
year without price boosts and still
show higher profits than in the pre
war period of 1936-39.
Tinning to the CIO suggestion
that part of the profits could be
distributed as higher wages, the
report commented:
“Profits accrue to individual com
panies and are only tabulated on
the average or in the aggregate.
Profits are not a common pool into
which particular companies which
have losses or low profits themselves
may dig for the purpose of meeting
higher expenses. There is no such
thing as aggregate profits except in
statistics.”
If wage increases are allowed this!
year, the economist said, “they would
be additional costs of production
which would raise the cost floor of
whole industries” and "would re
sult in higher prices all around."
Investment Cited.
The congressional staff reported
that business had invested $32,000,
000,000 last year compared with $9,
000,000,000 in 1945. It added that
any reduction of profits In the form
of wage increase would reduce busi
ness investment expenditures by the
amount of the whole boost or per
haps more.
When investments fall off, the
study said, "we risk business depres
sion as much as when consumer ex
penditures fall off.”
It said the "spectacular jump In
business investment is perhaps the
secret of the high level of employ
ment all through 1946,” which upset
forecasts of unemployment.
The economists said some of the
higher costs of living protested by
the CIO resulted from wage increases
in coal, steel, transportation and
communication.
Finally, the report said, some de
creases in "take home pay” and
"real wages” resulted in part from
demands of unions that the war
time work week be cut back from 48
to 40 hours.
Milch Gets Life Term
For Use of Slaves

NUERNBERG, Germany, April 17.
—Field Marshal Gen. Erhard Milch
was sentenced today to spend the
rest of his life in prison for drafting
slave labor into Germany’s aircraft
factories and using prisoners of
war in the armament industry in
violation of the laws of war.
The sentence was imposed by Rob
ert M. Toms of Detroit, presiding
judge of the three-man American
court which conducted the former
Luftwaffe chieftain’s 10-week trial
as a war criminal.
Milch, 55, heard the verdict in the
same room where Hermann Goer
ing and other Nazi leaders were con
demned to the gallows last year by
the International Military Tribunal.
The court directed that Milch be
confined for the rest of his natural
life in Rethdorf Prison, a two hours
ride from Nuernberg.
The prison, situated near Munich,
is in the heart of the area where
Hitler founded the Nazi party, which
Milch embraced from the beginning

Milch’s ruddy cheeks paled when
.$e heard the sentence. He was
inarched out quickly between two
American guards.
Defense Attorney Frederick Ber
gold indicated he would appeal the
sentence to Gen. Lucius D. Clay,

Army Jails Seven in Berlin
For Two Armed Robberies

BERLIN, April 17.—The United
States Army provost marshal today
announced the arrest of seven per
sons. including three American sol
diers and one British soldier, and
the recovery of loot valued at
around 500,000 marks ($50,000) in
connection with two recent armed
robberies here.
The other three men arrested
were Germans. The names of all
were withheld pending completion
of the investigation.
The men are held as suspects in
an armed robbery in the American
sector of the city on March 22 in
which one million marks loot was
taken from the residence of a Soviet
purchasing agent and a break in at
the home of a German in the Brit
ish sector April 8. .
