Arabs Seek to Force » Palestine Decision at Special U. N. Session ly th« Aoociatad Frm LAKE SUCCESS. N. Y„ April 31. —The Ar%b League went ahead with plans today to force a decision on Palestine at the coming special ses sion of the United Nations Assembly despite outspoken opposition from the UnHpd States and Great Britain. Pressing for an independent Pal estine, Paris El Khoury, Syrian dele gate and chief Arab spokesman here, said he would file a formal re quest within three days to have the Holy Land issue discussed in full at the meeting starting next Mon day. The extra session was called to consider only establishment of a committee of inquiry to prepare the ease for full-scale debate at the regular fall meeting. Thus the added Arab request will have to muster two-thirds of the 55 member votes to get on the agenda. This was considered doubtful in view of American-British opposition. “We favor a full discussion of vssv, iiiBUMB-wi m au JUS aspects ilgllt now,” Mr. El Khoury said. “Per haps the' General Assembly can speedily agree on recommendations to be made to Great Britain.” U. 8. Remains Firm. An American spokesman said the United States position for limiting the meeting to procedural points remained firm. He added that Chief Delegate Warren R. Austin was prepared to lay down the American policy on a committee in quiry, but would neither touch on the substance of the case nor vote to admit any final-discussion item to the agenda. The British took the same atti tude. Regardless of the outcome of the test ballot on the Arab proposal, observers generally agreed that the newest move blasted hopes of the U. N. staff for a short meeting of two weeks. Even if the Arabs were eventually voted down, delegates envisioned hours of debate before that decision could be taken, and the touchy mandate issue of Jewish immigration was sure to get into the discussions. The Arab position was set forth here as Emil Khouri, head of the political department of the Arab higher committee, said in Jerusalem that the independent Palestine sought by the Arabs would be pre pared to "conclude a treaty to pro tect Britain’s vital interests” in the Holy Land, but not to grant military bases. He plamjed to meet with Haj Amin El Husseinl, the exiled Mufti of Jerusalem, in Cairo today or to morrow, but denied that the Mufti wanted to seise power by becoming bead of an independent ‘Palestine government. light Calendar This Week. Mr. Khouri declared that in the event of Palestine independence, the Arabs would recognize the citizen ship of all Jews in Palestine prior to 1918 and of their descendants, but "those brought into Palestine under force of British arms since then would be treated as foreigners.” There now are approximately 600,000 Jews in Palestine against less than 60,000 in 1919. With the coming Palestine session, scheduled for the Assembly Building at Flushing Meadows, occupying the major attention of delegations, the V. N. looked toward to a light cal endar this week. No Security Coun cil session* were slated. Three committee sessions were called for today, all of them closed. The Big Five subcommittee of the Commission on Conventional Arma ments convened to tackle a work program on slashing down arms; delegates from United States, Floor Machines Rented | Britain, Russia and France gathered to discuss a governor for Trieste; and the Working Committee of the Atomic Energy Commission set an other session.
