New Effort to Raise
Rents 10% Due for
House Vote Today

A fresh attempt to increase
rent ceilings by a fiat 10 per
cent was set for a decisive vote
in the House today.
The politically-explosive issue was
brought to a showdown after the
House voted, 127 to 48, yesterday to
kill virtually all Government con
trols over building materials and
construction under the Veterans
Housing Act.
Representative Buffet, Republi
can, of Nebraska, announced his
plan to offer the general rent in
crease-provision as an amendment
to a section of the bill continuing
Federal rent controls for six months
beyond their June 30 expiration
! date.
"The odds are better than even
that the amendment will pass," the
Nebraskan told reporters.
Gamble Uncertain of Passage.
But Representative Gamble, Re
publican, of New York, a ranking
member of the Banking Committee
which first approved, then rejected
such a proviso, disputed Mr. Buf
iett's prediction.

'Taylor, of Idaho, issued a joint
statement saying there is "grave
danger" that no workable extension
I will be enacted before the present
control law expires.
Criticizing the Senate measure
continuing but modifying controls,
they advocated extension of the
present rent program at least
through June 30, 1948. The Senate
bill would terminate controls March
1 and transfer a large measure of
authority to local committees.
Must Not Repeat Mistake.
"Congress must not repeat the
tragic mistake made a year ago in
dealing with price control," the
two Senators said.
In the House. Representative Mc
Cormack of Massachusetts, Demo
cratic whip, announced he will at
tempt to send thé entire housing
rent measure back to the Banking
Committee for rewriting.
He said the decision to abolish
nearly all controls over building
materials and construction, intend
ed to channel materials into vet
erans housing, goes against the
pleas of all ex-service organiza
tions.
The vote came yesterday with
rejection of an amendment by Rep
resentative Monroney, Democrat, of
iOxlahoma, to continue limited allo
cation and priority powers.
Priority Amendment Approved.
Another amendment by Represen
tative Javits, Republican, of New
York, to require permits before
commercial construction could be
started, was defeated, 123 to 35
The bill requires such permits ior
entertainment and recreation build
ings.
Hie House, however, did adopt
an amendment by Representative
MacKinnon, Republican, of Minne
sota, requiring builders to offer
veterans priorities for purchase or
rental of new dwellings for 30 days,
at prices and other conditions as
favorable as the properties would
be offered later to the public.
School Quartet Featured
The Alice Deal Junior High School
quartet will be featured in the Eld
brooke Players "Show of Shows" to
be presented at 8:30 p.m. tomorrow
and Saturday in the Eldbrooke
Church Auditorium, Wisconsin ave
nue and River road N.W. The
"Show of Shows" consists of three
one-act plays. The production is
directed by Francis Laudenslager.

stream, it was learned yesterday.
The division engineer's office in
! New York City anounced the district
engineer in Washington "is unfavor
able to further improvement or de

; water channels in the area at this
time.
i The decision comes nearly 13
months after a public hearing by
the district engineer at which some
Northern Virginia representatives
recommended deepening the channel
from 24 to 35 feet to permit all but
the largest ocean-going ships to
sail up the river as far as Washing
ton.
Among proponents of the -plan
were E. D. Gothwaite, chairman of
a special committee of the Prince
William County Chamber of Com
merce, who said three large scale
heavy industrial developments, de
pendent upon raw materials shipped
from South America, would be estab
lished in the county if deep water
facilities were provided between Bel
mont Bay and Quantico.
Clarence J. Robinson, Alexandria
warehouseman and member of the
Virginia State Port Authority, also
favored ha vint the Army engineers
dredge the channel.
The division engineer's office said
the report indicated present channel
facilities at and below Washington
as now authorized toi existing Federal
projects are adequate for "the pres
ent and reasonably anticipated needs
of navigation."
