ed certificates of merit to 37 res
taurants, cafeterias and food serv
ing establishments in Washington
who have maintained excellent rat
tog ysar

awarded at a meeting yesterday af
ternoon at the Health Department
in the Municipal Center Building.
This Is the third group to receivt
certificates at meetings held daring
the past two months and bring!
the total to more than 100 such es
tablishments that have been hon
ored.

Employers who returned to their
business, after «erring with the
armed forces would be given the
benefit of their prewar employment
experience In calculating their con
tribution rates on unemployment
compensation, undo- a bill intro
, duced in the House by Represents·
tire Smith, Democrat, of Virginia.
The measure was referred to the
District Committee. It was de
signed, a spokesman for Mr. Smith
' said, to give to employers fair con
sideration In view of their war aerr
* ices, somewhat similar to that ac
corded employee.
Th· measure provides that In de
termining postwar contribution

the employer had a payroll, subject

lish the average annual payroll."
