Automatic Montgomery Appeal For Special Tax Levy Studied by Gov. Lane By the Associated Presi ANNAPOLIS, Md„ May 3.—Gov. Lane took under advisement today a plea of Montgomery County cit izens and legislators to sign a 1947 legislative act empowering the county commissioners to levy special taxes approved by the Bureau of Revenue Estimates. Opposed to the measure at the hearing held by the chief execu tive was the Maryland Franchise Motor Operators Association, whose representatives, P. D. Spofford of Hagerstown, and Maj. William N. Archer, said y any local govern ment unit needed more money, re vision of State tax laws was the proper remedy. State Senator Roy Tasco Davis, Montgomery County Republican, jeu me ueiegauon attending me hearing. He told the Governor, "a minority of our county citizens now pay real estate taxes, but most of them use our county facilities. This meas ure would in no way interfere with the State taxing program, but it would enable the county to meet education and road requirements." He called for opposition to the bill from county residents, but no opponents were present. Among groups backing the bill was the Montgomery County League of Women Voters, which favors a graduated income tax. The women voters were repre sented by Mrs. J. Rene Hemingway, Takoma Park, and Mrs. G. Beale Bloomer, Chevy Chase, who favored the emergency measure to "help meet the particular problem facing Montgomery County." Others Speaking for Bill. Woodward Dies; 'Will Rogers of Medicine^ By th· Associated Press SEATTLE, May 3.—Dr. Walter C. Woodward, 70, known as the "Will! Rogers of the medical profession,"! died today after several weeks' ill ness. The physician, who came west in 190β as a railroad doctor, received the appellation from friends and colleagues because of bis wit and humorous philsophy. gin recent years he wrote an anonymous column, "The Old Man Says." for a weekly paper published by his son, Walter C. jr., on Bainbridge Island in Puget Sound. Walter, who is now director of weekly newspaper publicity for the Republican National Committee in Washington, and a second son, Robert, R., Manchester, Conn., came here several days ago.
