Testimony Concluded
On Plea to Increase
Maryland Phone Rate

BALTIMORE, June 14.—Testi
mony was concluded yesterday be
fore the Public Service Commission
on the Chesapeake & Potomac Tele
phone Co.’s plea for rate increases
which would add $6,300,000 an
nually to the bills of Maryland sub
scribers.
Donald R. Belcher, treasurer of
the parent American Telephone &
Telegraph Co., and Dr. Lawrence S.
Knappen, public utilities consultant
and former OPA employe, were the
final witnesses.
They differed over the relation
ship of telephone rates and earn
ings to general price conditions.
Dr. Knappen said he thought rates
had been too high at times. Mr.
Belcher contended if rates were to
be keyed closely to money conditions
they would have to be changed every
time the stock market fluctuated.
Increase Already in Effect.
Of the proposed increase, $3,500,000
already is in effect under a tempo
rary authorization allowed by the
Public Service Commission in
February.
When the company set out on
April 10 to have the temporary
increases made permanent it also
asked additional advances estimated
to produce $1,800,000 annually.
The Nation-wide telephone strike
developed in the meantime. The
company said it would need an
additional million dollars of revenue
to offset the strike's effects.
Strike Delayed Installation.
The walkout, the company con
tended, delayed installation of new
telephones from which it hoped
soon to be deriving revenue. In
addition, the workers got pay in
creases as the result of strike set
tlements.
The company serves nearly all
telephone subscribers in Maryland.
It is affiliated with similarly named
companies which serve the District
of Columbia, Virginia and West
Virginia.
Company attorneys and Philip H,
Dorsey, jr„ people’s counsel of the
PSC, were given until June 27 to
file briefs supporting their conten
tions.

Congress Party Committee
Agrees to India's Division

NEW DELHI, June 14.—The Con
gress Party Working Committee
agreed yesterday to the plan for di
viding India, but reiterated strongly
its belief that the country eventually
should be united.
The committee will present the
formal resolution to the all-India
Congress Committee of 400 members
today for final ratification with
favorable action considered certain.
A resolution declared the com
mittee "earnestly trusts that when
present passions have subsided, In
dia's problems will be viewed in
their proper perspective and the
false doctrine of two nations in
India will be discredited and dis
carded by all.”
The Moslem League's Working!
Committee already has approved
the plan for partition.
Meanwhile, Moslem League and
Congress Party leaders conferred
with Viceroy Lord Mountbatten on
details of the partition as if it were
an accomplished fact.
Miss Anna O'Neill Retires
After 35-Year U. 5. Service
Miss Anna O’Neill, who claims the
distinction of being the first woman
appointed to a professional position
in Government service, retired yes
terday as assistant to the legal ad
viser in the State Department.
She has worked in the depart
ment for 35 years, beginning her
service in 1912 with an assignment
to the British Pecuniary Claims
Commission.
On November 18,1918, Miss O’Neill
was appointed a law clerk in the
State Department. She was named

recently was changed to assistant to
