Lewis Real Estate Editor of Tho Star In the single month of June, District area individuals and builders applied to the Federal Housing Administration for mortgage insurance to build 5,019 new dwelling units—breaking all monthly FHA records for a regional office and boosting the total for the fiscal year to more than 14,300 units. ' Mortgage insurance applied for here during the last year amounts to more tnan 5100,000,000, James A. Hewitt, District FHA director said. Besides being a banner month for the District office, June also broke all national FHA records for volume of mortgage insurance applications. 43,755 Units in Jane. Raymond M. Foley, FHA commis sioner, said applications involving new construction during June cover ed 48,755 new units under all sec tions of the National Housing Act. Thus, the District total amounted to more than 10 per cent of the na tional total. The national total was the largest volume of units in any single month, surpassing the previous high of 43,246 new units set in March, 1942. The amount was more than five times the volume in June a year ago and represented an increase of nearly 25 per cent over April, 1947, the previous high for the year, Mr. Foley said. Of the total applications received during the year in the District area, FHA already has committed itself to insure mortgages on 9,234 units, of which 5,174 were units in large scale rental projects and 4,060 were in one-to-four family projects for sale or rent, or for individual owners. $1,800 Per Room. In FHA's so-called large scale rental program (projects having eight or more ifnits) mortgage loans of up to 90 per cent on current replacement costs are granted' on the basis of up to a maximum of $1,800 per room. The one-to-four family program is! in;two parts. Under one part, mort-| gage loans of up to 90 per cent of j (See LEWISTPage B-3.) District Rental Housing Picture Applications for rental housing in the Washington area filed at the District Housing Center, 1400 Penn sylvania avenue N.W., totaled 743, during the last week, of which 696 were for dwellings and 47 for rooms. In the same period, 66 dwellings and 168 rooms were listed for rent. His subject will be ‘‘New Chemical Developments.” Gadgets New Faucet Washers Unusually Durable, Resist Erosion By Hilson Munsty Faucet washers are In constant need of replacement. Changing them is not difficult, but is an annoyance Though the regulation type ol washer is screwed into the faucet stem, a particular form has spring prongs of monel metal that lock to the washer retainer shell while being screwed into the faucet stem. When the retainer shell is drawn up tightly to the faucet stem end the prongs automatically disengage. The installed washer will swivel freely and prevent any friction be tween the face disk of the washer and the seat. When installed the washer will not fall out or rattle. It is faced with a tough disk material that will retain its resiliency for a long time in water of any temperature. The washer is not the only part of the faucet unit that creates trou ble. The seating for the washer will often corrode and when it does it has to be ground down to a smooth surface. To overcome this difficulty, the same company manu facturers a replacement mode of monel metal to resist erosion that is the cause of unsatisfactory seatings. It is equipped with a sealing gasket made from a composition that will fill any cuts or crevices in the old faucet seat surfaces. The seat ing is made with a screw thread that will cut into the faucet seat base when it is driven into the old seat ing. This thread has compressible lugs cut into the faucet seat base so that it will be tight and secure. Building Permits Show Increase of $461,000 in Week Building permits issued during the last week by Robert H. Davis. Dis trict building inspections director, totaled $759,046, an increase of $461,836 over the previous week. Permits for 80 dwellings were in cluded among this week’s total. Home Depreciation Urged As Tax Deduction Item I Two representatives of the Nation s property owners this week urged Congress to permit Individuals to deduct depreciation on their residences for income tax pui poses. Appearing before the House, Ways and Means Committee, Herbert U. Nelson, executive vice president of the National Association of Real Estate Boards, and Artnur w. umns,' president of the National Home and Property Owners’ Foundation, urged passage of the Knutson bill to amend the income tax laws for this purpose. The bill would allow Individuals to claim the same tax deduction for maintenance and depreciation as is now allowed owners of rental prop erty, it was explained. Mr. Binns contended the present tax structure “discriminates against the home owner,” citing the follow ing examples: “Example 1—A owns two houses. They are next door to each other. He lives in one house and rents the other to B. He may take deprecia tion allowance on his income tax for the house he rents to B but may not take this allowance on his own home. “Example 2—A and B live next door to each other in row houses which are identical in structure. Each owns his own home and there fore may not deduct for deprecia tion. However, A moves into B’s house and pays B rent and B moves into A’s house and pays A rent In this way each may take the deduction.” Mr. Nelson said the average home owning family could save an aver age of $24 a year if the bill were enacted. He pointed out that although a home occupied by its owner is regarded as a capital asset and not as consumption goods, deduction for depreciation is not allowed on it. Questions and Answers Clarify National Rent Act Provisions The National Rent Control Office, I which will have charge of enforcing the new rent act permitting 15 per cent voluntary increases in exchange for leases extending until December 31, 1948, has issued a set of ques tions and answers clarifying pro cedure under the law. The new act, which extends rent control through February, 1948, is now applicable throughout the coun try, except in the District, where rent control remains under the Dis trict Rent Control Administration. A bill to extend the District rent law without a 15 per cent increase has passed the House and has been reported favorably by the Senate District Committee. It would ex tend District rent control through March 31, 1948. After that time, Washington owners would be free to raise rents by whatever amount they' wish, unless a new extension of the law Is enacted. Questions and answers on the national rent law, applicable to housing in nearby Virginia and Maryland, follow: Q. Must a tenant sign a lease providing for a 15 per cent increase in rent? A. No. The Housing and Rent Act provides that such agreement must be voluntary. The tenant who does not sign such lease is still pro tected by the rent regulations. Q. May a tenant be evicted if he refuses to sign a lease under the provisions of the new act? A. No. The signing of such lease must be voluntary, and a tenant Civil Engineer JOHN G. If a tenant does not sign a lease providing for an increased rent up to 15 per cent, what is the maxi mum rent he must pay after July 1, 1947, and as long as the present act continues in effect? A. The maximum rent in effect on June 30, 1947, as modified by any subsequent order of the rent di rector. Q. If a tenant does not choose to sign a lease providing for an in creased rent, and he is threatened or coerced by the landlord, what action should the tenant take? A. The tenant should immediately report such matter to the area rent office. Q. How may a landlord Increase his rent by not more than 15 per cent as provided in the act? A. A landlord may increase his rent by no more than 15 per cent over the maximum rent if his ten ant, on or before December 31, 1947, voluntarily enters into a written lease expiring on or after December 31, 1948, provided that he complies with the filing requirements. Q. If a landlord and tenant make an oral agreement for a rent in crease of not more than 15 per cent without signing a written lease, does this increase the maximum rent? A.
