Military Training Unit Ends Hearing as Foes Charge Biased Tactics ly Associated Press The House Armed Services Com mittee formally concluded public consideration of universal military training late yesterday with a bar rage of opposition testimony and complaints of “unbalanced” hear ings. After hearinng Norman Thomas, the last of 22 witnesses since the hearings started June 18, Chairman Andrews referred the subject to a subcommittee headed by Represent ative Towe, Republican, of New Jersey “for such future action as they may take.” Mr. Towe's group will meet early next week to decide what to do. It may order more hearings, since Rep resentative Short, Republican, of Missouri, second-ranking commit teeman, has demanded them with the argument that opposition wit nesses haven’t had a full oppor tunity to present their case. Disagree as to Action Now. Private polls Indicated the 10 member Towe subcommittee has a majority in favor of universal train ing but not a majority in favor of action at this session of Congress. The group will "have before it sev eral bills, including one embracing recommendations of President Tru man's special commission. The com mission called for a universal train ing program as a national security measure. ,The decision to end full commit tee hearings drew an outburst of complaints from groups that have not been heard. Among the com plainers were the National Farmers’ Union, several church organizations, the National Commission on Chris tian Higher Education, the Na tional Association for the Advance ment of Colored People and the Na tional Council for Prevention of War. Favoritism Is Alleged. Frederick J. Libby, executive sec retary of the latter organization, protested that the hearings have not been “balanced’' and have shown favoritism for proponents. More than 100 groups, he said, unsuccess fully sought a chance to be heard. Mr. Thomas, long-time leader of the Socialist Party, testified that by adopting * universal military training now, Congress would em bark on a policy “which contem plates war against Russia” in Eu rope or Asia within the next 10 years. - “The last great chance for world peace depends upon an American appeal for universal disarmament under effective but strictly limited world government,” he said. Row in Czech Cabinet On Paris Bid Reported ly Ilia Associated Press PRAGUE, July 12.—Political In formants said last night the emer gency cabinet session which with drew Czechoslovakia from the Paris conference broke up five times be fore non-Communist ministers won their sole point — that the an nouncement make clear the action was taken under Soviet pressure. The informants, who were well informed on events of the bitter six hour cabinet discussion, said that was the best the non-Communist could do. They added that Com munist Premier Element Gottwald had demanded from Moscow that the cabinet action must be unani mous. The Informants said the opposi tion gave up all hope of Czecho slovak participation in the Paris talks on the Marshall proposal when the cabinet received a message from Non-Partisan President Benes stat ing simply: ‘‘Under these circumstances I can do nothing.” Dr. Benes was reported to have played a large part in getting gov ernment leaders to make their original acceptance of the British French Invitation to Paris. Dr. Benes was not in Prague, having departed two days ago for a vaca tion in Southern Bohemia. The wording of the official an nouncement — that Czechoslovakia could not take action which might be construed as unwelcome to Rus sia—the Czechoslovak people found evidence their country was caught in the Soviet orbit.
