PETROPOLIS, Brazil. Aug. 28 —
Brazilian newspaper photographers
are teaching colleagues from the
United States how to operate with
no holds barred.
Americans here at the Hemls»
pheric Defense Conference stood
around with their mouths open for
a full day before they got the idea
—and believed it.
True, they were used to shooting
top diplomats and public figures in
Washington, London and in Euro
pean capitals. But this is Brazil.
Cariocan cameramen are without in
hibitions.
It is protocol in most such con
ferences that photographers take
about three minutes to shoot a diplo
mat when he mounts the dias to
address the conference. They shoot
fast and retire.
Speaker Get* no Rest.
But not in Brazil. Here the speaker
never gets a rest from flashbulbs.
When Guillermo Belt, Cuban Am
bassador to Washington, delivered
his first address, the photographers
had a field day.
One Brazilian cameraman prowled
around Mr. Belt, who is a top fig-;
ure, for the entire length of his;
25-minute talk. He was using a;
small camera and had to get close.:
He got up to within 4 feet of Mr.|
Belt’s face. He examined him from
all sides.
Nervously, Mr. Belt continued to
read his address. The photogra
pher tried the front and then both
sides. As he shot he held the flash
bulb high over Mr. Belt’s face and
the camera lower on the other side.
Shot From All Sides.
As he worked other photographers
roamed around taking occasional
pictures of Mr. Belt with his mouth
open or hand raised. Two were in
the middle of the small horseshoe
shaped area grinding out a pano
rama of the delegates. Others
prowled, shooting at will.
When Mr. Belt finished, he was so
blinded by flashbulbs that he
couldn’t see the half dozen steps to
get down from the dais. He felt
around with his left foot to find

Secretary of State Marshall looked

gotten used to it now.
American photographers stood on
the sidelines at first, but are now
scurrying around like everybody
else.
Truman to Get Treatment.
"When you are in Brazil,” said one
of them, "do as the Brazilians do.
“I still don’t believe it but it makes
work a lot easier.”
One American suggested that may
be they would get a little less shoot
ing freedom when President Tru
man addresses the conference.
The Brazilians assured him this
was untrue, that Brazilian photog
raphers knew no restraint, that they
would be out.there shooting from
start to finish.
