Springer. 65, a mem ber of Congress from Indiana since 1938 and twice the unsuccessful Re publican nominee for Governor of his State, died last night in Conners ville, Ind., a week after his return from Washington. Representative ■ Springer was stricken with a heart attack at his home and died shortly after being rushed to a hospital. Elected from Indiana’s 10th con gressional district shortly after being defeated by M. Clifford Townsend REPRESENTATIVE RAYMOND S. SPRINGER. —Harris & Ewing Photo. in his second gubernatorial bid, Rep resentative Springer had been a member of the House Judiciary Committee all during his congres sional career. Ran Against McNutt. He had emerged from virtual po litical retirement in 1932 to oppose Paul V. McNutt for the governor ship, but was badly beaten in the Democratic landslide of that year. A native of Rush County, 111., he attended high school in Fayette County. He was a graduate of Earlham College and Butler Uni versity, and received his law degree from Indiana Law School in 1904. After three years of private prac tice, Representative Springer was elected Fayette County prosecutor. Two years later he was elected county attorney, and then served six years as a judge on the circuit court. Captain in World War I. Granted a leave of absence from the bench during World War I, he rose from private to captain before the armistice. Returning to his judicial work, he served as the first State commander of the American Legion. From 1929 to 1931 he was a national executive committeeman in the veterans’ organization. After retiring as a circuit judge, he practiced law in Connersville. He was a 32nd degree Mason, a member of the Forty and Eight and belonged to the Elks, Eagles and Knights of Pythias lodges. Vanderbilt, Financier's Widow, Dies of Long Illness By th* Associated Press NORTHPORT, N. Y„ Aug. 29.— Mrs. Rosamond Lancaster Vander bilt, 50, widow of William K. Van derbilt, died at her home yesterday after a long illness. A native of Worcester, Mass., she married Mr. Vanderbilt in 1927. She previously was married to Barclay H. Warburton, jr., of Philadelphia. This marriage ended in divorce. Mr. Vanderbile died January 8, 1944. Mrs. Vanderbilt was a daughter of Mr. and Mrs. John E. Lancaster, and her marriage to Mr. Warburton, who was a grandson of John Wana maker, took place at Elkton, Md„ in December, 1919. Mr. Vanderbilt was divorced from his first wife, Mrs. Virginia Fair Vanderbilt, in Paris, on June 2, 1927, and he and the former Mrs. Warburton were married in that city on September 5 of the same year. Attending the ceremony, which took place in the Mayor’s office of the 16th arrondissement, were only a few relatives, friends and news paper correspondents. Mrs. Vanderbilt's second husband was the second in his family to bear the name William K„ and he was a great-grandson of Commodore Cor nelius Vanderbilt. At one time he was president of the New York Cen tral Railroad. Winnipeg Hofei Man Robbed of $30,000 By the Associated Press WINNIPEG, Manitoba, Aug. 29.— J. M. Kingston, owner of the Winni peg Hotel, was robbed of a $30,000 payroll today by two men who jumped into his car as he was leav ing a downtown bank. Mr. Kingston told police he had just left the bank with the payroll and entered his car when a man jumped in behind him and “rammed a gun” into his back. The hotel man said he reached back over his shoulder, grasped the man and pulled him into the front seat. Another man jumped into the front seat and smashed Mr. King ston in the face. The hotel man was thrown from the car, which was driven off with the payroll. I. H. Hirsch, 71, Importer Wartime Adviser, Dead The body of I. Henry Hirsch, 71, commodity importer and member of the Industry Advisory Committee of the Army and Navy Munitions noara, is Being sent to New York aboard the S. S. Del Sud, it was learned to day. He was a consultant on strategic materials for the War Department, the War Production Board and the Reconstruction Finance Corp. Formerly he served on the Board of the Commodity Exchange, Inc., and later was president of the New York Cocoa Exchange, Inc., and Adolph Hirsch & Co., importers and commodity merchants. He began his career in Bahia, Brazil, in 1903 and was one of the founders of a leading export firm there. Mr. Hirsch was regarded as an expert on international com modity affairs. He is survived by his widow, Mrs. Helen C. Hirsch; a daughter. Miss June Hirsch, and two sisters, all of New York. FHA Here Forced to Cut 105 Members From Staff At the height of efforts by the Federal Housing Administration to push forward the Government’s housing plans, including a huge pro gram of large-scale rental housing, the agency has been obliged to drop 105 members of its Washington staff to meet the limitations of its new appropriation. That was disclosed yesterday with the announcement that the reduc tion in force would be effective Sentember 26. “Although the pressure of business at FHA is at record volume, the re duction in personnel is necessary in order to stay within the limits of FHA’s budget for the coming fiscal year”, the agency said. Dismissals were in “strict accord ance” with Civil Service regulations. All persons notified of termination of tlieir jobs will have an opportun ity to be placed elsewhere in the agency if positions are available and they are qualified to fill them. The agency requested an appro priation of $24,000,000 for the new fiscal year. Congress granted $20, 000,000._ Customs collections now provide 35 percent of Argentina's national budget. Dr. William P. Bums, D. C. Physician, Dies At 54 in Atlantic City Dr. William P. Bums. 54, former Public Health Service officer and an internal medicine specialist here for nearly 30 years, died last night of a heart attack in an Atlantic City hotel. He was on a two weeks vacation with his wife. Sent to the Philippines in 1915 as an official of the Public Health Serv ice, Dr. Bums did much pioneer work in the treatment of leprosy. Returning to this country in 1917, he did graduate work in two New York hospitals before establishing practice here. A native of Washington, he was the son of the late James Burns and Martha Burns. After graduating from Eastern High School he entered Georgetown University, re ceiving his medical degree in 1915. Dr. Bums was a member of the American Medical Association and Congressional Country Club. His scientific papers had appeared in many medical journals. Surviving in addition to his widow, Mrs. Persia Thurtell Bums, are four sisters, Mrs. Bessie Leatherman, Mrs. Belle Homing, Mrs. Martha Ober and Mrs. Rose Coppage, all of Washington. Willard Severinghaus, Physicist, Dies at 67 Ey the Associated Press NEW YORK, Aug. 29.—Prof. Wil lard Leslie Severinghaus, 65, one time secretary of the American Physical Society and a former asso ciate of Michael Pupin in the lat ter’s investigation of electric waves, died yesterday. Prof. Severinghaus was a member of the Columbia University faculty from 1907 until his retirement in 1941. He was a native of Terre Haute, Ind. John D. McCarron Funeral services for Col. Edward F. McCarron, U. S. A., retired, 65. were held at Fort Myer Chapel Tuesday. Burial was in Arlington Cemetery. Col. McCarron, a veteran of 44 years in the Army, died Sunday at Walter Reed Hospital. A member of Gen. Pershing’s headquarters staff during World War I, he had served as recorder of the War Man power Board here during the early part of World War II. Since his retirement in April, 1944, he had been living at 2310 North Ninth street, Arlington. Surviving are his widow, Mrs. Rose E. McCarron; a sister, Mrs. Gertrude E. Gilkison, 2400 Calvert street N.W., and a brother, James J. McCarron, Fort Wayne, Ind. His only son, Lt. Edward F. McCarron, jr., a West Point graduate, was killed in 1946 in an automobile acci dent in Tokyo. Mellema, war time commercial secretary of the Netherlands Embassy, died yester day at her home, 2120 Sixteenth street N.W., after a long illness. Mrs. Mellema, a native of Ken tucky, was educated in Prance. On her return to this country, she was married to Col. Ronald A. Boone, Marine Corps officer who was killed in the Aleutian Islands in World War II. She was married last May to Dr. Mellema, formerly a lawyer in Hol land. During the 1944 presidential campaign she served on the staff at Republican National Headquarters. For many years Mrs. Mellema lived in China, where Col. Boone had served as a military attache. Surviving in addition to Dr. Mel lema are an aunt, Mrs. Robert Dunn, Richmond, Ky., and a cousin, Mrs. Emmet Whipple of Washington.
