Sept. 8. 1947.—A public hear ing having been held by the Commissioners of the District of Columbia in the matter of closing certain street area and public alleys in the District of Columbia, as here inafter described, and. as the said Com missioners are of the opinion that the street area and alleys referred to should be closed. Notice is hgreby given that under date of Sept. 4. 1947. they have prepared the following order: ' Ordered: That, pursuant to the provisions of Public Act No. 307. approved Decem ber 15. 1932. the street and alley areas as shown in green on plat filed in the Office of the Surveyor of the District of Colum bia and numbered as Map 3211. are hereby ordered closed, same to take effect on and after October 8. 1947: the title to the land comprised in said areas so closed to revert to the abutting property owners as shown on said map. and described as follows: Closing parts of 5th StreeJ. 5th Street, Fairmont Street. Girard Street: parts of public alleys in Squares 3055and 3057: and a public alley in Parcel 108 4 runnnig east from 5th Street: all located In the Northwest Section, east of Georgia Avenue and south of Harvard Street, in cluding a dedication of land for alley pur poses in Squares 3055 and 3057. ’ Any and all parties interested must file, in writing, with the Commissioners. The bidding of today's hand was in accordance with modem stand ards and requires no particular com ment, except perhaps East's bid of three spades, which serves a dual purpose. It permits partner to con tract for game in no-trump, if that appears to be the best ''spot,” or enables partner to proceed toward slam if his hand is suited for the purpose. The spade opening was the only one that could provide the declarer with any serious worries. He natu rally took the trick and was faced with the problem as to how to man age the trump suit. Were the queen of diamonds the only consideration the proper procedure would be to finesse the jack on the second round, inasmuch as the odds favor the finesse rather than the drop with five cards out. But declarer realized that even without capturing the queen there was still a chance to fulfill the sporting contract. He decided first to try to drop the queen of dia monds doubleton. If that failed there was still the chance that the cluhs would break three-three, so that dummy’s spade could be dis carded on -the fourth club. And even if the clubs split four-two there was the slight additional chance that the player with the queen of trumps would have to fol low to all the club leads. When the queen oi diamond* dropped on the second round there was, of course, no further problem and the last trump was extracted. East and West being rewarded with a well-earned slam. Declarer’s tech nique was sound. On the trump play, while percentages favor the finesse, that play is only slightly superior to the drop. And by aban doning a finesse declarer picks up certain other advantages, such as a favorable club break.
