Cerebral palsy, diabetes, epilepsy affect other thousands. Few of these hapless victims of fate cone from families which can afford the treatment they need. The Social Security Act has made available to the Children’s Bureau funds to help the states provide that treatment. Since 1937, the Bureau has helped launch crippled children’s clinics in every state and territory. Last year 140,000 handicapped chil dren were treated. But Miss Lenroot estimates that this is less than 10 per cent of those who need help. And then there are the others, like 11-year-old Billy. Billy’s father deserted the family, and his mother is too ill to maintain a home. His town has no plans for taking care of boys like him, so now Billy is living in a train ing school for delinquents. He is learning fast from the older boys there and some day he will probably qualify as a genuine delinquent himself. Hundreds of towns and cities lack facilities to care for home less boys and girls. The thought of such kids and the fate they are facing is one of Miss Lenroot’s chief concerns. Her goal is “a fair chance for every child.” Recently, she expanded this into a seven-point outline of the ideals to be aimed at for each child: 1. A good home with loving parents. 2. A healthy start in life. 3. Schooling up to the maxi mum of his powers. 4. Companionship with other children, free of barriers of race, class or creed. fc An opportunity for self expression and spiritual growth. 4. Pull preparation for useful work in a trade or profession. 7. A chance in adult life for a reasonable measure of security for himself and his family.
