Customs Argues About Value
Of Duty-Free Truman Bust

KANSAS CITY, Sept. 26.—How
much is a bronze bust of President
Truman worth?
The bust, a gift from Mexico’s
President Miguel Aleman to the
University of Kansas City, has re
mained crated in a United States
customs storehouse here nearly
three months waiting for some one
tp place a value on it.
O. H. Garrison, customs apprais
er, said it is duty free, but he still
must have a reasonable value to
enter in his records.
The bust, made by Sculptor Al
fredo Just, arrived at the customs
office June 30. Mr. Garrison asked
the university for an estimate of
its value. School officials, reason
ing that since it was Just a detail
of paper-work and that money
could not describe the bust’s true
value as a work of art, suggested
$150.
Mr. Garrison said he thought the
figure was exceedingly low.
Letters and telegrams began mov
ing back and forth, including one
from the sculptor in which he said,
"All this has greatly upset us.” He

Yesterday, University officials
said the appraisal had been raised
in discussions with Mr. Garrison.
Mr. Garrison refused to say what
the new valuation was.
Dr. Clarence Decker, university
president, said he hopes negotia
tions are finally closed and he can
have the bust moved to the campus
in a few days.

A. Beirne. who led the Nation-wide
strike of 320,000 telephone workers
last spring. The CWA was formed
to replace the loosely knit National
Federation of Telephone Workers,
which directed the strike.
But two of the NFTW's strategic
groups refused to go along with the
CWA. Their officers chose to cast
their lot with the CIO's specially
created Telephone Workers’ Organ
izing Committee.
The two unions are the American
Union of Telephone Workers with
about 20,000 members in the long
lines division of the American Tele
phone & Telegraph Co., and the
Association of Communications
Equipment Workers, whose 20,000
members are employed by the West
ern Electric Co. in key cities of the
Bell System.
In a statement today, Mr. Beirne
said:
“So many AUTW and ACEW
members have contacted us for help
that we are convinced the move to
take them into the CIO is no rank
and-file movement but is a move
engineered by officers of the two
unions.
“We are going ahead with plans
to set up divisions within CWA for
these two groups of workers. We
