Reserve Leader Asks Elephant Trainer Gets License
Organization of Ex-GIs To Marry Mabel Ringling
Into 'Stop-Gap' Force
Col. William H. Neblett, president
of the Reserve Officers' Association, :
yesterday called for the organization
of the Nation’s 16,000,000 trained
veterans into a “stop-gap defense !
force.” j ■
Writing in of The Reserve Officer,
the association's monthly magazine, :
he blamed the “professionals” for
the disintegration of the armed
force* after V-J Day. He charged;
that the general staff, in releasing:1
trained veterans of World War II, I ■
failed to abide by the Selective Serv- '■
ice law, which called for the re- '
tention of veterans in reserve com
ponents for further training.
The general staff “yielded," he
claims, to “pressure” of individual
members of Congress advocating
rapid demobilization.
“No official action ever was taken
by Congress on the subject,” Col.
Neblett writes. “It is believed that
no such action would have been
taken by Congress, if the burden of
dismissing the members of the
armed forces had been made the
responsibility of Congress.”
The views of Col. Neblett, a vet
eran of both world wars, were said'
to be based on disclosures by high
military officials at the recent
American Legion convention.
The Colonel declares that, al
though the Selective Service Act
called for a reserve, the general
uwugni puaaiuic tu main
tain a volunteer Army large enough'
to protect the country. The only
answer now to the problem, he I
says, is to organize the 16.000,000;
discharged veterans, as required by \
the Selective Service Act.
House Members Arrive
For Tour of Japan

TOKYO, Sept. 27.—Five members
of the House Armed Services Com
mittee and one member of the
House Appropriations Committee
arrived today to visit installations
in Japan.
' The group will spend a week in
Japan, leaving for Korea October 4.
They will lunch with Gen. MacAr
thur and other Army officials as
well as with Premier Tetsu Kata
yama and his cabinet.
The group includes Representa
tives Cole, Republican, of New York;
Clason, Republican, of Massachu
setts; Hess, Republican, of Ohio;
Hebert, Democrat, of Louisiana, and
Norblad, Republican, of Oregon, of
the Armed Services Committee and
Representative Scrivner, Republi
can, of Kansas, of the Appropria
tions Committee.

PORT WORTH, Tex., Sept. 27.—
Miss Mabel Ringling, 23, grand
daughter of a founder of the Ring
ling Brothers Circus and a per
former in the Ringling Brothers
Bamum & Bailey Circus, confirmed
today that she and Richard Durant,
an elephant trainer, obtained a mar
riage license in Shreveport, La.,
Monday.
At the circus lot here both Miss
Ringling and Mr. Durant said they
had not married and were "not sure
when it will take place.”
With a Louisiana license, it was
assumed they would not be married
before the next stand in that State,
which will be in Lake Charles on
October 6.
Visibly upset by reports of the
romance which became public before
she was able to inform her mother,
Mrs. James A. Haley, and her step
father, the president of the circus,
Miss Ringling declared she didn't
“want all that ballyhoo.”
“I did want to tell my parents
about it before it became public,”
she said. -
Mrs. Haley was reported en route
today to Fort Worth from her ranch
in Montana.

took up Diesel engineering. During
the war. he served at Sarasota, Fla.,
In the Coast Guard reserve.
This spring he joined the Ringling
show at Madison Square Garden
and met Miss Ringling when she
came to the elephant and ring stock
department, where she has per
formed.
Both refused to discuss the de
velopment of their -romance, but
Durant said, "I'm a very lucky fel
low."
Miss Ringling's mother, Mrs.
Haley, formerly was Mrs. Richard
Ringling. Mr. Ringling died a num
ber of years ago.He was the son
.
of Alf T. Ringling, one of the show’s
founders.
Asked whether they intended to
continue circus careers after they
are married, they replied, smiling
happily, “Our plans are not made.”
Mexico Pays for Railroad
MEXICO CITY, Sept. 27 (IP) —
Mexico's purchase of the British
owned Mexican (Mexicano) rail
road from here to Veracruz was
completed last night, the Treasury
Department announced. A final
payment of $4,300,000 was made for
the standard guage 550-mile line
taken over June 1, 1946, at about
$8,400,000 after several years of ne
gotiation.
