D. C. Bank Clearings Set All-Time Record During September By Edward C. Stone Washington bank clearings in September and the , first nine months of 1947 set new all-time peaks for both periods. George H. Bright, Clearing House manager, an nounced today. September clearings, highest for any month in any year, reached $311,304,948, crossing the $300,000, 000 for the first time. Clearings in September'last year total $267, 579,767, making the gain in the month now ending $43,725,181. Clearings in the nine months amounted to $2,498,729,392 against $2,277,908,674 in the like period, an increase of $220,820,718. Bankers said District tax pay ments, very active business, retail sales and bonds cashed by veterans were leading factors in the Sep tember rise. ' The nearest approach to the Sep tember clearings record was last •December when the total reached $298,322, 943. August Gas Earnings Off. The Washington Gas Liight Co. reported to the Public Utilities Com mission a seasonal loss in August net income of $110,789, compared with a loss of $119,708 last year. •rur me eigm monins net income amounted to $659,623, against $871, 720 a year ago, a decrease of $212, 097, caused by higher payrolls and increases In other operating costs during conversion to straight na tural gas now nearing completion. Meters in service in the District in August numbered 169.196 vs. 167, 123 a year ago. , Details from the August report of the Capital Transit Co. state that revenue passen^rs in the first eight months of the year numbered 257, 252,595, a decrease of 17514,695, or 6.4 per cent; from last year. Again in August the higher rate for passes failed to increase revenues over the same month a year ago. Expenses mounted, while taxes and depreciation declined. The August net was $8,776, or $13,414 less than a year ago. Earnings Lowest in Years. In connection with the plea for higher telephone rates, Chesapeake & Potomac Telephone Co. officials stated that the company’s current rate of earnings is the lowest in 25 years, lower than in the worst years of the depression; less than 3 per cent. Expenses have gone up 198 per cent and revenues only 142 per cent since 1939, officials said. Nearly 9,400, telephones have been added in the last eight months with more than 18,000 applications still on hand. .The company has invested more than $14,000,000 in improvements in the past 12 months. Division Presidents Named. Gordon D. Palmer, Tuscaloosa, Ala., has been elected president of the National Bank Division of the ABA at Atlantic City. R. M. Alton. Portland, Oreg., is the new Trust Division head. Ten issues listed on the Washing ton Stock Exchange will pay divi dends in the next few days which have already been declared. The list includes the American Security & Trust Co., Riggs National Bank, American Telephone, Capital Transit, Bank of Commerce & Sav ings, Prince Georges Bank and Trust Co., three Garfinckel issues and People Drug Stores. William W'hitman Co. invited common stockholders of Nashawena Mills to sell the firm a minimum of 10,000 shares at $40 a share and askfd for tenders of a minimum of 6.500 shares of Nonquitt Mills at $38 a share. The Whitman company already has a large interest in the other firms. "New England Telephone & Tele graph Co. awarded $40,000,000 of debentures to a syndicate headed by Halsey, Stuart & Co. on a bid of 100.8091 for a 3% coupon. Reof fering is expected at 101.625. Wisconsin Public Service Co. reg istered With the SEC $4,000,000 of 30-year first mortgage bonds for competitive sale to help finance ex pansion. Standard Oil Co. of New Jersey announced it had greatly enlarged its proposed winter advertising cam paign and would take space in 800 daily and weekly newspapers in 18 States. The campaign will be con ducted through the first three weeks of October. Cook Paint A Varnish Co. de clared a quarterly dividend of 25 cents a common share, payable No vember 29. Previous payments were 20 cents. Burlington Mills Corp, declared an extra dividend of 25 cents and a regular quarterly of 25 cents, both payable December 1. The firm paid 25-cent extras last November and in June Gulf Oil Corp. earned $42,510,875 or $4.68 a share In the first half of 1947 vs. $26,746,013 or $2.95 a year earlier. Virginia-Carolina Chemical Corp. profit for 12 months ended June 30 was $4,067,074, a gain of *2.364,476 from the preceding fiscal period. Gimbel Bros., Inc., earned $2,633, 696 or $1.15 a share In six months ended July 31 vs. *8.001.380 or *3.89 a year earlier. North American Rayon Corp. profit for 36 weeks ended September 6 was *2.865,298 or *5.59 vs. *1.865.872 or *1.18 In ihe like 1946 period. Mueller Brass Co. earned $353,047 or 66 cents in three months ended August 31 vs. $155,786 or 29 cents a year earlier. Pacific Telephone A Telegraph Co. net income for three months ended August 31 was $1,607,495 or 14 cents vs. $5,079,980 or $1.56 in the same 1946 period. Hollinger Consolidated Gold Mines earned $647,103 or 13 cents in six months ended June 30 vs. $904,509 or 18 cents a year earlier. George W. Borg Corp. profit for 12 months ended June 30 was $802,757 or $2.33 vs. $294,679 or 85 cents In the preceding fiscal period. Activity expanded after the first half hour, but subsequent slow downs appeared. Gains of fractions to a point or more were in the ma jority near the fourth hour. Slip ping tendencies appeared here and there. Bidding again was mainly from professional sources and based part ly on the hope that the healthier technical condition of the list might bring a fall rally. The muddled for eign situation, the growing Russian rift and questions regarding stop gap dollar relief for Europe served to dim bullish enthusiasm. Soaring living costs, with their possible rep ercussions on general business, per sisted as a restraining factor. Better performers included Texas Co., Union Oil (on a raised divi dend), Bethlehem, Youngstown Sheet, Chrysler, General Motors, Southern Railway, Union Pacific, New York Central Continental Mo tors, Allis-Chalmers, Graham-Paige, Montgomery Ward, Oliver Corp., J. I. Case, Columbia Gas (on an in itial 7,500-share block), American Smelting, Kennecott, Westinghouse and American Woolen. Occasional laggards were Republic Steel. Hoover's Commission On Executive Branch Gets Truman Support The new 12-member commission headed by Herbert Hoover, to draw a plan for streamlinging the execu tive branch of the Government dug in today with the support of Presi dent Truman who declared they had a "great opportunity to do a real Job.’ The commission was organized formally at the White House, late yesterday, when former President Hoover was elected chairman and Dean Acheson, former Undersecre tary of State, vice chairman. Mr. Hoover, now 73 and taking the assignment as his “last public serv ice,” told reporters later that head quarters would be established at 1626 K street N.W., and that the commis sion would be on an operating basis in four or five days. The next meet ing will be October 20. $750,000 Allotted. The 12-man commission set up by Congress has $750,000 with which to function, and its report is due January 4, 1949. Declaring in a formal statement that "the creation of this commis sion it the most formidable attempt yet made for Independent review and advice on the business meth ods” of the executive agencies, Mr. Hoover said the inquiry—one of many since the days of Taft—prop erly should cover a “score of fields.” Five Fields for Study. He specified five particular areas for study: 1. The “constant growth and complexity” of Federal agencies. 2. The "great burden imposed on the citizen by his routine relations with the Government.” 3. The “tremendous problems" of defining States’ rights as against Federal responsibilities. 4. The “enormous growth of the tax-advisory profession” and “the fact that practically every variety of business must now .-have pro fessional advisers” to handle tech nical relations with the Govern ment. 5. The “vast volume of intolerable labor” imposed on the President by the multitude of independent Fed eral establishments. Government Growth Shown. Mr. Hoover said that despite pe riodic efforts at reform, the expan sion of Federal Government has cununuea ana naturally public anxiety constantly increases.” He said computation probably would show that “more citizens are employed trying to guide the rela tions of other citizens with the Government than are actually em ployed by the Government itself.” Tlie growth of Government, he said, is illustrated by the fact that Federal employment has jumped from 4.300 per million of popula tion before World War I to 21,300 per million after World War II. Temperance Society Backs Methodists Against Halsey The American Temperance So ciety today backed aip the protest made by the Methodist Board of Temperance over the declaration by Admiral William F. Halsey that "as a general rule I never trust a fight ing man who doesn’t smoke or drink.” The Methodist organization, througn its publication, Clipsheet, assailed the wartime commander of the 3d Fleet for the statement quoted in a magazine article. Mrs. Grace C.
