Giles Defense Secretary Forrestal gradually Is moving top officials of all major segments of the National Defense Establishment into the Pentagon, and present chances are good that high officials of the Navy will be moved there from World War I temporary building on Constitu tion avenue, it was learned today. Navy officials are reluctant to make the move for one reason or another, but Mr. Forrestal is said to be anxious to have them transfer so that they would be readily available. The Navy move still is under con sideration, but no final decision has been reached, a spokesman in Mr. Forrestal’s office said. A decision is expected soon, however. Space a Major Consideration. A major consideration in connec tion with the move probably will be space in the Pentagon. Already Mr. Forrestal has moved or is mov ing a large number of defense boards and agencies into the Pentagon, the latest being the Munitions Board, which will displace the National Guard Bureau. One plan advanced for use of the Pentagon was to allow the three services roughly 30 per cent of the space each, having 10 per cent for Mr. Forrestal's office and the other top boards and agencies created by the National Security Act of 1947. To bring only the top Navy of ficials into the building, as now is being studied, would require about one-sixth of the space. One thing being taken into con sideration by officials studying the projected move of the Navy is whether, in case of an emergency, it would be well to “have all our eggs in one basket, so to speak,” one official said. Communications a Factor. “There is no doubt that the move would improve the functioning in the top echelons, but whether this would be offset by the poorer func tioning in the lower Navy echelons also has to be considered,” he added. The Navy has extensive communi cations facilities in the department building on Constitution avenue which would either have to be moved at great expense or connected with the Pentagon by relays. The Pentagon, which cost $63, 645,954, was completed in January, 1943. It is three times the size of the Empire State Building and pro vides 3,333,000 square feet of usable space. The dead were identified as Patsy Graziano, 19. an Army veteran, and Mrs. Raffaela Passorella, 66.
