Stock Sales Expand On Capital Exchange, Bond Volume Drops By Edward C. Stone Trading on the Washington Stock Exchange in November reached the highest total of any month this year, in the stock division, but bond transfers were exceptionally slow, it was reported officially today. Stock sales stepped up to a turn over of 3.514 shares, three shares more than in March which held the record, and an upswing of 579 shares over October when sales amounted to 2.935 shares. The new Potomac Electric Power common, traded on a "when dis tributed" basis, led market activity with 1.800 shares changing hands. Capital Transit sold to the extent of 798 shares, while sales in Garfinckel common, new, totaled 280 shares and Washington Gas $4.50 preferred, 176 shares. Store Stocks Slightly Lower. Stocks on hand in Washington department stores on October 31 were 3 per cent lower than on the same date a year ago, the Richmond Reserve Bank reported today. Outstanding orders for merchan dise were 15 per cent lower than last, year in Washington and off 25 per cent in the 5th district Outstanding receivables were up 26 per cent. Security Storage Co. directors have declared the regular dividend of $1.25 a share and an extra pay ment of $2 per share, both payable January 10 to stock of record Jan uary 5. Note Issues Authorized. The Public Utilities Commission has authorized the Chesapeake & Potomac Telephone Co. to issue re newal notes in the amount of $10. 550.000 to the American Telephone Telegraph Co. in repayment of promissory notes outstanding as of December 16 in like amount and to Issue notes to A. T. & T. in the future for future advances which may be necessary for the acquisition and construction of telephone plant In the District of Columbia, in an aggregate amount not to exceed $10,800,000. The PUC ruling adds that at no time shall the debt of the C. & P. Co. to A. T. & T. exceed $22,000,000 without further authority from the commission. The C. & P. Co. has $50,000,000 of outstanding stock, all owned by American Telephone. Pepeo Bond Issue Filed. Registration covering $15,000,000 of 35-year first mortgage bonds was filed today with the SEC by the ' Potomac Electric Power Co. Pro ceeds will be used to meet estimated costs of $11,849,000 for construction in 1948 and other expansion, the Associated Press said. Reporting the best year on rec ord. S. W. Hauser, president of the People's Life Insurance Co., told stockholders at the annual meeting that total insurance in force now exceeds $350,000,000. Assets rose tc $41,100,000, a gain of $5,700,000 dur ing the year. New officers of the Washington Passenger Association include E K. Kremer, Northern Pacific, presi dent; Robert W. Ezekiel Saharov, se curity officer of the official Jewish Agency, declared in an interview here. “We do not expect a general Arab uprising against us but only guerrilla actions by bands who sup port the mufti of Jerusalem.” the Jews’ defense chief declared. “Arab citrus growers and other economic interests don't want to light. As for the others—remember there is a big gap between Arab talk and Arab action.” Since the United Nations decision to partition Palestine and create a Jewish state, Arab spokesmen in Jerusalem, Cairo . and other mid eastern capitals have repeatedly declared their intention to fight to prevent a Jewish state from being born “in the very heart of the Arab nation." Maj. Saharov, a Palestinian-born Jew of Russian origin, served as an officer in. the British western desert force. Pollution in 12 Areas Of Virginia Persists By.Associated Press RICHMOND, Dec. 19.—Anti-pol i lution activities of 12 Virginia municipalities have been declared unsatisfactory by the State Water Control Board which yesterday asked additional studies of the problems of those communities. The additional information is sought concerning Charlottesville, South Boston, Petersburg, South Hill, Fredericksburg. Appalachia, Radford, Lawrenceville. Chilhowie, Honaker, Cleveland and New Mar ket. Reports from those localities were held by the board to indicate that little progress is being made in ridding nearby streams of pollu tion. Other technical reports are sought on sewage disposal at Norton, Hot Springs, Martinsville and Waynes boro with the results of the studies ' to be used as a basis for future action by the board. During the session, which ended yesterday, the commission listened to appeals from 40 taxpayers of the county's third district, where 15,000 reassessments were made this year under the State's five-year continu ous reassessment plan. The 40 assessments under consid eration, set at $150,919 by the last check in 1938, had been Increased by assessors this year to $238,293. Expectant Mother Held in Killing of Daughter LOS ANGELES, Dec. 19 An expectant mother, 24, was under in dictment today, charged with the murder of her 23-month-old child. The grand jury returned the in dictment yesterday against Mrs. Shirleen Kunin in the death of her daughter, Denise. The child died Monday in a hospital from a hemor thage fractured skull and broker back, the coroner reported. Mrs. Kunin, wife of a salesman reported her daughter was hurt in a fall. Germany, Dec. 19. — An American military tribunal trying the Krupp armaments Arm for war crimes denied today a sec ond appeal by Alfred Krupp for the services of Earl J. Carroll, attorney, of Hayward, Calif. Mr. Carroll immediately an nounced to the press that he would carry the issue to court in Wash ington and challenge the validity of all the American military tribunals in Nuernberg. As soon as the court read its ruling, which charged Mr. Carroll with "flagrant defiance" of orders by Military Gov. Gen. Lucius D. Clay, Dr. Otto Kranzbuehler formally re signed as Kr upp's defense counsel. Kranzbuehler told the aourt that Alfred Krupp, the chief defendant and sole owner of the vast cannon making establishment, "is only interested in being represented by Carroll” and that he preferred, therefore, to continue without any counsel inasmuch as he had been denied the services of an attorney of his choice. Choice Declared Real Iaaue. The court ordered Kranzbuehler to continue defending Krupp until relieved. Mr. Carroll declared the real is sue is "whether a defendant is al lowed counsel of his own choice.” The American prosecution holds that the military tribunals are in ternational courts deriving their authority and jurisidiction from a four-power agreement of the Allied Control Council and that, there fore, American laws and procedures do not strictly apply. Mr. Carroll contends that the tri bunals actually are military com missions, similar to courts-martial, and that they are bound by Amer ican law. Mr. Carroll said he would fly to Washington next week to file a writ of prohibition against the Amer ican Secretary of Defense to halt the proceedings oi the Krupp case. In addition, he said he also would file a writ of habeas corpus in an effort to effect the release of Krupp and would seek a mandate to com pel the court here to recognize him. Gen. Clay’s Letter Cited. Krupp has maintained that he re quired American counsel to obtain a "fair trial,” but the court said there was "a strong suspicion that Krupp's application had not been made in good faith but to pur the tribunal in the utterly false position of denying him counsel of his choice.” The court cited a letter from Gen. Clay to Mr. Carroll, a former cap tain, early this year directing him "to refrain from acting as counsel" beyond five specific cases for which he was permitted entry into Ger many. Because there have been no modifications of this order, the court said Mr. Carroll would not be avail | able as counsel. “It is a manifest fact that the negotiations wdth Krupp (by Carroll) are in flagrant defiance of an order of Gen. Clay," the court added. "Needless to say the tribunal will not countenance such conduct. In our considered opinion he has dis qualified himself to appear before this tribunal, which won't lend its aid to handicap the military gov ernor in discharging his grave re sponsibilities.” Tobacco Replaced by Com As Leading Virginia Crop ly th« Anociotftd Prtii RICHMOND, Va., Dec. 19.—Corn replaced tobacco as the leading cash crop of Virginia farmers this year, the Virginia Co-operative Crop Re porting Service said yesterday. In its annual crop report, the agency labeled 1947 yields as "gen erally * • * favorable,” except in the case of fruits and some grains, which were damaged in the unseasonable freeze last May. The value of the corn crop this year was set at $98,762,000, although the acreage planted to it was the State's second smallest in the last 80 years. Yield per acre, however, set an all-time record of 38 bushels. The tobacco crop was valued at $62,873,000, dropping to second place despite the fact that production this year was the third largest on record. Trailing the leaders in order were hay, peanuts, wheat, apples, potatoes and sweet potatoes, the service said.
