France Is Reported
! Studying Reopening

, PARIS. Dec. 19 (CDN).—With
[ Foreign Minister Georges Bidault's
return from the Big Four London
conference, this country faces the
“what-to-do” on two questions re
plete with both national and inter
national implications.
France’s position in the new Eu
ropean division brought about by
the adjournment of the foreign
ministers’ meetings is the first.
The second is this country’s posi
tion in a reorganized Germany.
France's place in the western
orbit was, of course, defined by its
acceptance of a share in the Mar
shall plan. The only question re
maining is when open orientation
shall begin, though one thing is
already certain. That is, that on
this side of the Rhine advantage
must be taken of any and all anti
communist support.
Negotiations Considered.
To that end rapprochement with
Franco Spain is considered essen
tial and it reported that early next
week negotiations toward reopening
the Franco-Spanish border and
arranging a Franco-Spanish com
mercial treaty are to open.
France's position regarding the
split of Germany into tripartite
(British, French and American) vs.
Russian zones is a highly contro
versial subject in, the Quai d'Orsay.
Some of Mr. Bidault's foreign
office colleagues feel that because
of already strained Franco-Russian
relations, immediate close collabora
tion with Britain and the United
States, in Germany, would be un
wise. They favor the old “wait and
see” policy.
Saar Remains Key.
Others are convinced that the
i foreign minister should promptly

French decision as to whether to
join in an economic trizonia for

sulatations say Mr. Bidault should
propose radical modification of pres
ent Saar coal distribution whereby
Prance would get all the output of
the Saar mines outside the repara
tions scope. Under the Potsdam
decision Saar coal is distributed, as
German reparations, to all the
Allies.
Governor Reversed
On Extradition Order

PITTSBURGH, Dec. 19.—Revers
ing an extradition order of Gov,
James H. Duff, an Allegheny County
judge yesterday freed a Negro fugi
tive from a Georgia chain gang who
feared he would be tortured if re
turned to the Southern State.
Judge Samuel A. Weiss said in
freeing James Moreland, 26:
"This court will not permit the
Commonwealth of Pennsylvania to
join the State of Georgia in the fur
ther perpetration of injustice against
a helpless Nefero.”
Moreland, alias Jacob Head, testi
fied he was "framed” on a burglary
'-harge because he worked for a
Georgia sheriff in the operation of a
whisky still. He had served three
years of a 12-year sentence when

he escaped from the hospital of the
Greenville Penitentiary at Cairo, Ga.
Arriving in Pittsburgh last May,
the defendant obtained a construe
tion job and was arrested in June.
The case came to court on his appeal
from the Governor's extradition
order.
In his 51-page opinion, Judge
Weiss cited newspaper and magazine
reports critical of Georgia's treat
ment of Negro prisoners.
