When I came on them they wen waiting outside a refugee registra' tion office in subfreezing tempera ture to get a ration of precious flou to sell to buy food. Some of these refugees from wTar tonj areas come here from as fa: away as Outer Mongolia. Almos without exception they are land lords, merchants, or govemmen workers, with reason to fear deatl at Communist hands. Ten camps housing more thai 2,000 of them have sprung up out side this city whose governmen official^ are making a really con scientious effort to cope with thi problem. But for each of those who havi food and shelter, many more wil starve or freeze to death befor winter is over. The war year 1943 found t,h United States using about six time as much electric power as it usei in 1918. liquor license Revocation Upheld by District Heads The Commissioners yesterday up held an Alcoholic Beverage Board revocation of the retail Class B liquor license of Julius and Leon Sack, owners of the People’s Food Store, 4709 Wisconsin avenue NW. The Sacks, both veterans of World War II, lost their license under an ABC Board ruling on December 2 for alleged irregularities in their 1946 license application involving a third owner as a "silent- partner.” / District law requires that the names of all owners be listed in applica tions for liquor licenses. Attorney r. Joseph Donohue, rep resenting the broth«s, had asked the city heads to set aside the re vocation on the ground any right to complain about an irregularity con cerning the 1946 application expired when the license did. The Sacks had applied for and had received their 1947 license, and it was this license which the ABC Board re voked.
