Clayton, former Undersecretary of State, today urged that the na tions aided by the Marshall plan commit themselves to “restore pro duction to, and in some cases above, prewar levels, with stated annual goals; make money sound again; lower trade barriers.’* Mr. Clayton told a luncheon of the Committee for the Marshall Plan to aid European recovery that Western Europe could recover under the program, but added: “We will hold in our hands at all times, the powerful sanction of discontinuance of aid if, contrary to our expecta tion, any country fails to live up to its agreement.” The former undersecretary said Western European nations should execute "a multilateral agreement” among themselves on sound money, production and trade as well as a bilateral agreement with the United States on the same subjects. “This bilateral agreement should clearly set forth all the conditions under which aid is given, relating principally to production, sound money and lowering of trade bar riers,” he said. Describing the Communists as "waging a desperate battle to pre vent” adoption of success of the plan, Mr. Clayton said that without aid from the United States “the iron curtain would move westward at least to the English Channel.” The people of Western Europe, he said, “hate communism, but if they must resist it under conditions of economic frustration, cold and hunger, they will lose the fight.” Lawson Elected Member Of Capital Transit Board (From Yesterday’s Last Edition.) Alfred H. Lawson, vice president of the Washington Loan St Trust Co., today was elected a member of the Board of Directors of the Cap ital Transit Co. A native of Bethel, Conn., he holds a Georgetown University law de gree. He Joined the bank as real estate officer and was formerly with the District Title Insurance Co. He has been president of the Lions Club, Real Estate Board, Washington YMCA and National Union Insurance Co. He Is a di rector of the trust company, Na tional Union Insurance Co., YMCA, National Society for the Blind, John Dickson Home, Washington - Home for Foundlings, Tremont Water St Gas Co., Gay Coal St Coke Co. and the Washington Sanitary Improve ment Co. Mr. Lawson Is treasurer and a member of the board of the District Tuberculosis Association, Sibley Me morial Hospital and the Lucy Webb Hayes Training School.
