Quota of $22,500,000 Is Fixed for District's Security Loan Drive Means of publicizing America’s Security Loan were discussed yes terday by drive leaders at a lunch eon meeting in the Mayflower Hotel. The campaign is to be held from April 15 through June 30, and, the District’s quota is (22300,000. Louis J. Carow, Jr., national direc tor of advertising for the Treasury’s Savings Bonds division, stressed that the proceeds of the loan drive are not to be used for military purposes but to fight the higher prices of inflation. With the slogan, “America’s Se curity is Your Security,” the drive! has four aims. These were outlined by Thomas J. Groom, chairman of the District Saving Bonds division,; as follows: To take potentially inflationary excess funds out of the spending stream; to reduce the amount of the national debt held by banks,: which may constitute a basis for, credit inflation; to keep the savings1 habit alive and healthy and to pro vide for the future security of the Individual. Thomas Mitchell, star of the play “The Inspector Calls,” now at the National Theater, spoke briefly. He described bond buying as "practical patriotism.” He was introduced by Hugh Lynch, director of the Dis trict Savings Bonds division. Ethical Society to Meet Dr. Horace L. Friess, professor of philosophy at Columbia University, will address the Washington Ethical Society at 11:15 a.m. tomorrow in Friendship House, 619 D street S.E. Cave-Exploring Speleologists Hint of New Role in Defense Onward and downward go the speleologists, stumbling through the gloom. They can weather scorn and snicker, for they know where they) can go. Their National Spelological Society is holding its fifth annual convention in the Dodge Hotel. The society has 754 members, 47 of them District residents. There are 177 registered in Virginia and 138 in Maryland. Women comprise about 15 per cent of the total mem bership, accordirjg to J. S. Petrie, secretary and Membership Commit tee chairman. But, lest it be thought speleolo gists are an insignificant factor in society, it should be noted the con vention discussion included guarded references to the society's co-opera tion with national defense chiefs. A suspected colored youth, 17, who was picked up shortly after the as sault, was released late yesterday. The second suspect, also colored, was arrested early today when a police cruiser picked up the man, who is about 20 years old and an swers the description of the as ' sail ant. D.C,Hospital Permit Bureau Moves to Municipal Center The Hospital Permit Bureau of the Health Department has moved from 462 Indiana avenue N.W., to the new Municipal Center. The move is part of the plan to; house all administrative units of the department in the Municipal Center. ♦ All the hospital and clinic permit services of the department will be housed in offices on the first floor of the building, just off the Third street entrance. The waiting room for all persons seeking information and assistance will be in Room 1044. The services of the bureau in clude the investigation of persons requesting hospitalization at Gal linger Hospital or the hospitals j which have a contract with the Health Department, out-patient clinics at Gallinger, furnishing of; medical assistance, as well as medi cines to indigent sick; referring of * semi-indigent persons to the proper; ; agency for treatment or hospitali zation. and filling of prescriptions for indigent patients. The bureau is also responsible for control of the 24-hour emergency ambulance service and the 16-hour ! non-emergency and contagious dis ease ambulance services. Joseph W. Shimon, veteran special investigator for the United States attorney’s office. Although there were once six police officers to aid Lt. Shimon in investigations, the number now has dwindled to two, and one of these is scheduled soon to go on a two week military training leave. Mr. Fay said at least two more assistants are needed. The prosecu tor indicated he would ask for even more, except for limited space in the old District Court building. Assisting Lt. Shimon now are Po lice Officers John H. McHale and Milan Duley. Will Lawther, president of the union, estimated 4,000,000 extra long tons of coal have been pro duced since the system was in stalled last November for an experi mental period of six months. The miners may decide in each pit whether to work an extra half hour each day of the five-day week or work a full day every other Sat urday.
